これまで、コーストガードが港湾セキュリティに取組む背景について説明してきた。
次に、港湾セキュリティ業務について説明する。右は次のとおり大別される。

指揮・監督
【プレゼンテーション要旨】
 コーストガードとしては、セキュリティ確保のため船舶に対する指揮・監督がなされる体制の構築と手続きが必要である。そのため、国際的にもまた国内でも中央と地方、政府と民間といった垣根を越えて全てのレベルで、お互いが意思疎通できる繋がりを構築し、共通の情報の上に立って皆が同じ目的のために一つとなって行動する必要がある。その点において、AISは多くの人に同時に情報提供でき大いに活用が期待される。
 情報の提供に関し、スウェーデンのペターソン氏から提供する情報を必要に応じ制限できるとの紹介があったが、右はロングレンジでの活用の際に有効であろう。

 The VTS continues to keep the ports safe, more efficient, and environmentally protected by assisting with the movement of over 35,000 vessel transits annually.
 Federally and State regulations project uses state of the art electronic tracking equipment and radar and radio systems to manage virtually all commercial vessels which travel through San Pedro Bay.
 Its the first govt. and private sector partnership Vessel Traffic Service operation that is fully funded by industry: Vessels pay a user fee based on length anywhere from $180 - $340 with certain exceptions like Catalina Ferries and Whale watching vessels (>50 passengers) which get monthly fees.
 Declared by Congress as a "national model" for other ports to emulate.
 VTS provides MSO with Shipping Data on a daily basis from which the Coast Guard makes boarding decisions (Port State Control)

海域内の状況把握
【プレゼンテーション要旨】
 「海域内の状況把握」、これは港湾セキュリティを考える上で根本原理といえ、AISが最も大きく貢献できる分野であろう。我々は「海域内の状況把握」を、米国の海域に出入りする船、物、人に関するタイムリーな情報をつぶさに収集・分析した上で関係機関に提供する業務だと定義している。これにより船舶交通の現状と物流を把握でき、同時に特別な動きをする船を容易にピックアップできる。更に現在は沿岸地域の情報のみであるがロングレンジ化されることで沖合まで広く海域をカバーできる。

容疑船捕捉
【プレゼンテーション要旨】
 AISにより容疑船の識別がなされた後、巡視船、航空機により捕捉することとなる。AISの情報により容疑船が他の船と容易に区別され、以後の追尾・捕捉もAISを活用することで確実に実施できる。

財産の保護
【プレゼンテーション要旨】
 我々は主要な輸送関連施設、大きな橋、原子力発電所等エネルギー関連施設といった重要施設をテロリストの攻撃から守る責任がある。テロリストの標的としては必ずしも軍事施設に限られない。軍艦はもちろんのこと、我々が最重要船(High interest vessels)と呼んでいる大型旅客船、原油タンカー、有害危険物運搬船などはテロリストにとって魅力的であろう。
 これらの財産を保護するため、我々はセキュリティー・ゾーンを設定している。AISはゾーンに出入りする船の認識と監視に役立つであろう。もちろん船長は自己の判断によりAISの動作を切断することもできるが、船の動きはレーダーで監視可能であり、コーストガードとしてはそれらAISを切って航行する船舶を立入検査し調査・確認することとなる。つまりAISの切断は調査・確認のための適当な理由となる。
