彼は技術的稼動率から効率性を計測し、それが40フィートコンテナの比率と本船の荷役時間に依存するとしている。規模や寄港船舶(数)等の技術的条件の影響が決定的という結論についてはLiuと一致した結果を導いている。
前出のHeaverの整理にもみるように、各国の港湾管理制度はきわめて多様化しており、それにとどまらず各国国内でも、主に地方分権に応じて多様な管理形態が併存している。所有と運営という上下の構造のなかで公共部門が責任を担う範囲が様々であることに加えて、英国のように民営化を行った国においても民営化実行案とセーフガード措置の内容に応じて様々な管理形態が併存している。
その中にあって、わが国では昨年に中央港湾審議会がコンテナ･バースの整備における(埠頭)公社と公共(バース)の境界線の柔軟化を答申し、これを受けて1998年度から大深度コンテナ･バース整備における新方式がスタートした。しかしながら国際的な港湾制度見直しのなかにあっては、本改革もあまりに一面的にすぎることは言うまでもない。
