SYLFF Evaluation: Objectives and Scope
・Emphasize unique strengths that distinguish SYLFF: diversity, global engagement, networking, and collaboration across boundaries to enhance human security
・Reinforce that SYLFF is a multi-faceted program with a wide variety of institutions and successful approaches
・Use a self-study approach targeted on the three primary stakeholder groups
・Focus on key questions and develop associated metrics, including outcomes and impact
・Address both core and follow-on programs, and how well they are integrated to address SYLFF vision and mission
・Evaluating financial management of the endowment funds at the institutional level may be the most difficult challenge, considering the diversity of institutions and their associated policies and regulations
 
SYLFF Evaluation: Suggestions on Process
・Appoint a Steering Committee for the self-study with representatives from the TF-Scholarship Division, IAC, SSCs, and SFC
・Incorporate existing SYLFF reports and data submissions whenever applicable
・Utilize electronic and Web-based tools whenever feasible for data collection and dissemination
・Allow adequate time to develop self-study documents, including pilot testing and the development of meaningful performance measures that address outcomes, not just inputs
・Employ Steering Committee to assist in drafting the summary report on self-study and recommendations in cooperation with TF-Scholarship Division
・Use future Regional Forums and SPAMs to discuss reviews and program scope, quality and impact
・Communicate the self-study outcomes to advocate for further development and leveraging of SYLFF programs!
