6 ESTABLISHMENT OF WORKING GROUPS AND WORKING GROUP CHAIRS
Two working groups were established.

7 REPORT FROM TECHNICAL WORKING GROUP
 The Technical Working Group was asked to respond to input documents AIS16/6/1, AIS 16/6/2, AIS16/6/3, AIS16/6/4, AIS16/6/5, AIS16/7/1, AIS16/8/1, AIS16/8/2, AIS16/8/3, AIS16/8/4, AIS16/8/5, AIS16/9/1, AIS16/9/2, AIS16/12/1, AIS16/12/4, AIS16/12/7, and AIS16/12/inf2.
 Because of the limited time available not all input documents could be discussed.
7.1 Co-ordinate Revisions to ITU-R M.1371-1 (Task 3)
 At this moment the document on Technical Clarifications to ITU-R M.1371-1 Ed 1.4 contains the proposed clarifications, additions and changes to ITU-R M.1371-1.
 As a result of the IEC work on the standardisation of Class B AIS stations, AIS Base stations, and AtoN AIS stations, a number of additional clarifications are expected. Consultation with both ITU Secretariat (C. Langtry, Counsellor Study Group 8) and WP8B (J. Turban, Chairman WP8B, DG 8B-3 Maritime) identified possible routes for submission. It was decided that the revised draft version of ITU-R M.1371-1 should be submitted, possibly by member administrations, to ITU WP 8B for its meeting in February/March 2006. A 'road-map' has been made to schedule necessary activities to incorporate the Technical Clarifications, the input from IEC and other material into this draft. The Terms of Reference for the TWG was reviewed and approved (AIS16/output/03). Two full week intersessional meetings of the TWG will be required and will be organised in April 2005 and 10-14 October 2005, USCG Research and Development Center (tentative) by the chair of the TWG. During AIS16 a rough estimation was made to investigate possible items for incorporation in the revised document.
Action Items
 The Secretariat was asked to inform IEC WG8A and IEC WG14 regarding the deadlines for revisions to ITU-R M.1371 to ensure that submission of new material on Class B AIS stations, AIS Base stations and AtoN AIS stations are incorporated into the draft revision of ITU-R M.1371-1. Input material must include well described clarifications or additions to ITU-R M.1371-1.
 The Secretariat was asked to bring the proposed additional TWG meeting (as outlined in AIS16/output/03) to the attention of Council, along with the process for submission of revisions to ITU-R M.1371-1.
 The Chair of the TWG (W. Van der Heijden) was asked invite members of the TWG to intersessional meetings of the TWG in April 2005 and 10-14 October 2005 (tentative) to draft the revision of ITU-R M.1371-1.
 
7.2 IALA Guidelines on AIS Volume 2, Ed. 1.2 (Task 4)
 The proposal to absorb AIS Guidelines Volume 2 (BAS) into future revisions of A-124 (AIS16/12/6 refers) was accepted. Anticipated publication of the next version of A-124 is Sept. 2005 (AIS17). IALA Guidelines will then consist of Part 1 - Operational Aspects and Part 2 - Technical Aspects. (section 7.3 refers)
Action Item
 The Secretariat was asked bring the proposed structure for IALA AIS Documentation (as revised) to the attention of Council.
7.3 IALA Recommendation A-124, working towards Ed. 1.2 (Task 7)
 The German Waterways and Shipping Administration gave a very informative presentation on System Architecture. (section 7.2 refers)
 The Working Group discussed FATDMA issues relating to A-124. The Working Group reviewed new input documents. Intersessional work will be done during IALA-IEC WG14 meetings as the issue relates to both groups. This work will be finalised during AIS 17.
Action Item
 The Secretariat was asked to forward AIS16/TWG/WP01 - FATDMA issues - to AIS 17.
 J. H. Oltmann was asked to lead an intersessional correspondence working group to continue development on the FATDMA issue and provide input to AIS17.
 J. H. Oltmann was asked to provide English translation of the System Architecture documentation to AIS17.
7.4 Liaison to IEC WG14 (Task M2)
 The Working Group reviewed an input document submitted by IEC WG 14 with respect to questions and clarifications from the standardisation group for AIS Base stations. The answers and decisions are given in the IEC Liaison Note (AIS16/output/04). It includes reply to IEC WG14 and clarifications which need to be incorporated in the next version of the IALA clarifications.
Action Items
 The Secretariat was asked to forward the IEC Liaison Note AIS16/output/04 to IEC WG14 before the Ottawa meeting (21-24 March 2005).
 The Secretariat was asked to forward the IEC Liaison Note AIS16/output/04 to AIS17 for review under Task 7.
 The TWG Chair was asked to forward the IEC Liaison Note AIS16/output/04 to the intersessional TWG meeting (25-29 April 2005).
8 REPORT FROM OPERATIONAL WORKING GROUP
 The Operational Working Group was asked to respond to input documents AIS16/4/2, AIS16/4/8, AIS16/12/6, AIS16/12/4, AIS16/12/Inf1, AIS16/7/1, AIS16/4/3, AIS16/4/6, AIS16/12/2, AIS16/7/2 and AIS16/12/3.
8.1 Display and Management of Shore-Ship Info (related items) (Task 6)
8.1.1 Short Safety Related Messages (SSRMs)
 The WG was asked to give further consideration to the IALA Information paper forwarded to NAV51 regarding Short Safety Related Messages. It was noted that, although the paper was intended to be a joint submission from IALA and IHO to IMO (AIS 15/Output/02), it was finally submitted as an IALA paper.
 General discussion highlighted that:
・The level of integration of AIS onboard vessels was largely determining the acceptance/application of SSRMs. The widespread adoption of MKD was the limiting factor.
・SSRM functionality was not being utilised by most competent authorities at this stage. The majority of traffic was ship-to-ship.
・While most members felt that the immediate priority was for the basic AIS functionality to 'bedded down' there is a need to coordinate the use of SSRMs.
 The working Group reviewed the document submitted to NAV51/INF. (19 November 2004) and input document AIS16/4/8 (Report on the third meeting of the Working Group on An Aid to Navigation Information Service (ANIS).
Action Item
 The Secretariat was asked to provide input to AIS17 on the response to NAV51/Info paper on SSRMs.
8.1.2 Charting of AtoN AIS
 The WG noted input document AIS16/12/6 (Charting of AtoN AIS).
 It was agreed there is a need for a coordinated approach to charting AtoN AIS and a Liaison Note to ANM was reviewed and approved for forwarding to ANM6 (AIS16/output/02).
Action Item
 The Secretariat is requested to forward the Liaison Paper regarding the charting of AtoN AIS (AIS16/output/02) to ANM6 for their consideration.
8.1.3 Use of AIS position integrity flags
 The WG reviewed input papers AIS 16/12/4 (Use of AIS position integrity flags) and AIS 16/12/INF1 (USCG Safety Alert).
 General discussion highlighted that there are still considerable problems with AIS installations. In particular, it was noted that Panama Canal has found that up to 40% of AIS installations are not satisfactory.
 Specific issues identified with respect to the integrity of AIS information include:
・Datum issues - External GNSS can be manually changed from WGS84. A possible option would be to use internal GPS in preference.
・The absence of integrity monitoring where integrated with on-board Gyro
・Different versions of IEC Standards - Need to clarify which versions are to be used
・Installation - Antenna position
・MKD location problems
・Data Entry - Still a problem and some software is not user friendly.
 It was the Group's understanding that the proposal (AIS16/12/4) provided a mechanism to ensure the internal GPS (WGS84) would be the default GPS used to provide positional data and as such it was agreed that it would provide an improved solution.

 The Secretariat was asked to forward the input paper(AIS16/12/4) to the IMO representative for briefing purposes.
