 The history of the fight against leprosy is a history of courageous men and women who overcame prevailing myth, prejudices and discrimination and attempted to bring dignity and respect for persons affected by leprosy.

　

 One of these people was Mr. Ryoichi Sasakawa who dreamed of eradicating leprosy and founded Sasakawa Memorial Health Foundation thirty years ago. It was indeed a dream at that time, as there was no effective cure for the disease, leprosy patients and their families suffered ostracism, isolation and many kinds of humiliation. At that time, almost thirty years ago Mr. Sasakawa approached the WHO and offered assistance to strengthen the leprosy control programme. His goal was simple. Cure, once available, should reach people affected by leprosy wherever they are and with all speed.

　

 Today, after thirty years the whole world can see the result of Mr. Ryoichi Sasakawa's vision. Today, every leprosy patient wherever he or she is can get anti-leprosy treatment free of cost. The treatment, of course, popularly known as the multi-drug therapy, or MDT, is available in every primary healthcare center as close to the patients' home as possible. And as a result, in less than two decades, we have been able to find and completely cure more than 14 million people affected by leprosy. The Foundation helped WHO to make this possible, first by providing funding support for strengthening leprosy control in all countries where people suffered the disease. In addition, the Foundation supported free of cost the supplies of MDT to all endemic countries for five years between 1995 to 1999.

　

 Today leprosy has been eliminated as a public health programme for 113 out of 122 countries. We now need to focus our leprosy elimination programme in just 9 countries in Africa, Asia and Latin America. Continued success relies on our strong partnership.

　

 The Foundation's guiding principle is to assist the effort of the countries themselves to deal with health issues affecting their citizens. Indeed, our most important partners are the national governments of the endemic countries. The Foundation also works closely with the local, national and international NGOs to form a united front against this disease. The Foundation is also doing more than ever to abolish stigma and discrimination against the people affected by leprosy. Mr. Yohei Sasakawa, the current president of the Nippon Foundation and WHO Goodwill Ambassador, is carrying his father's vision and dream forward and advocating for human rights for leprosy affected people and their families. Along with the Ambassador, other members of the Foundation, particularly, Professor Kenzo Kiikuni and Dr. Yo Yuasa, are working tirelessly to bring an end to the age old stigma against the disease and its sufferers.

　

 For me, the leprosy elimination is close to my heart. I am personally committed to this cause and laud the great efforts being made by the Foundation to alleviate the suffering of those affected by this disease. We at WHO consider our collaboration with the Foundation a collaboration of shared vision and shared dreams to see a world without leprosy.

　ハンセン病との闘いは、社会の偏見と差別を克服し、病に侵された人々に尊厳と敬意をもたらすため努力をした勇気ある人々の歴史です。

　

　そのひとりが、ハンセン病の制圧を夢みて、30年前に笹川記念保健協力財団を創設された笹川良一先生でした。有効な治療方法が十分でない当時、ハンセン病制圧はまさに夢物語であり、患者と家族は社会から排斥され、差別と屈辱に晒されるままでした。そのような時、笹川先生は、WHOにハンセン病制圧の支援を申し出られました。「治療薬ができたのだから、世界中のすべての患者にすぐに届けられるべきだ」と先生の目標は明快でした。

　

　その後30年を経て、笹川先生のヴィジョンの成果は世界中でみることができます。今日、すべての人々が、どこにいても、無料で治療が受けられます。多剤併用療法（MDT）は最寄りの保健所で受けられるようになり、その結果、20年たらずで1,400万人以上の患者が発見され完全に治癒しました。貴財団のWHOに対する資金援助により、各国のハンセン病制圧対策を強化できたのです。さらに日本財団は、MDTを無料で5年にわたり（’95〜’99年）関係国へ配布されました。

　今日、公衆衛生上の問題としてのハンセン病は、122カ国中113カ国においてすでに制圧されました。今後の問題は、アフリカ、アジア、南米の残り9カ国における制圧です。そのためには、引き続き強力なパートナーシップが必要です。

　

　貴財団では、関係国政府それぞれが自国民の健康に対して責任を担えるように支援することを基本理念とし、各国政府を最も重要なパートナーとされています。また、国内外の多様なNGOと連携をとり、ハンセン病制圧のネットワークを構築されました。さらに、差別とスティグマをなくす活動も強力に展開されています。笹川陽平日本財団理事長は、WHOハンセン病制圧特別大使としてご尊父のヴィジョンと夢を継承し、患者と家族の人間としての権利の確立を訴えられています。また笹川大使とともに、紀伊國献三教授、湯浅洋博士をはじめ財団スタッフの皆さんも、ハンセン病のスティグマをなくすため、たゆみない努力を続けておられます。

　ハンセン病制圧は、私個人にとっても強い思い入れのある課題であり、責務を感じています。そのような病に侵された人々の苦しみをなくすための、貴財団の多大な努力を賞賛いたします。“ハンセン病のない世界”は、WHOと笹川記念保健協力財団の共有のヴィジョンであり、そのために協働で作業してまいります。

　

　貴財団の30周年記念にあたり、あらためて、WHOからの感謝の気持ちを込め、お祝いを申し上げたいと思います。
