6 FINANCING OF THE PROJECT:
 
6.1 Boat-Building.
Boat building has been part of Solomon Islands way of living. It is imperative that the knowledge and skills of this art be imparted to the young generation for their future benefit. Furthermore, the stock of local material for such project is still available. Locally built boats have proven their durability and their sea-worthiness. The alternatives to boat building are to specifically design and build boats or landing crafts that would positively contribute to our economic endeavors. Landing Crafts (or Barges) would be ideal as they could do even without the idea of building more wharves.
 
6.2. Purchasing of Vessel(s)
Most provinces would have procured a vessel(s) for themselves. An additional vessel particularly for Rennell/Bellona province would be sufficient to cater for servicing the remaining provincial route(s) owing to many factors, financial availability and profitability are the major factors. The alternative to passenger/cargo vessel procurement would procuring items that are not locally available such as the Engine(s) and other accessories so as to assist provinces/entities that require one.
 
A lot of options are available, but for the moment based on Ministry of Works Priority List and Cabinet approval (for Fiscal Year 2000), Rennell and Bellona Province be given the priority for this years allocation of SBD$2 million.

7.0. PROJECT ADMINISTRATION.
 
7.1. Day to day Management.
Individual provincial/constituency board of management will do the daily management.
 
7.2. Project Steering Committee:
A Project Steering Committee consisting of the following members will be set up to monitor and assess the projects overall performance.
・Permanent Secretary, Ministry of Works
・Permanent Secretary, Ministry of Finance and
This committee is to meet every three- (3) months to perform this function.
 
7.3. Reporting.
Financial Statements and Progress Reports shall be prepared by various Boards of Management and forwarded to the Steering Committee who shall report to the Permanent Secretary, Ministry of National Planning.

Central province was one of the few provinces that are still to benefit from the programme. However, the current Government has decided to continue with the programme, allocating it for the Government of the Republic of China to fund in the development budget, which was passed by Parliament for the year 2002. This submission was later, committed by the Government of the Republic of China.
 
The ship as a means of communication and transportation is important for the people and businesses of Central Province to actively take part in nation building particularly in the export sector. The importance cannot be more overemphasized at this time of economic recovery so that no one is left as a spectator.
 
6.0 Financing of the proposal
 
6.1 Ships survey and formalities
 
Before the vessel is purchased technical and professional business advice must be sought from firms who would assist the Provincial Government in making the right decisions on the vessel, operation and other business issues. Also, formalities such as registration and licensing would need to be done for such undertakings.
 
6.2 Purchase of the Ship.
 
It has been agreed by the Central Province executive that a locally built ship is more suitable for the province. It has consulted some ship owners and earmarked two vessels with the price of SBD$0.75 million. This is against the idea of traveling overseas finding a Ship because it is a very costly exercise. Also, maintenance cost will be reduced as local material such as timber can be used for maintenance.
 
6.3 Setting up of an office.
 
Funds for the office would include rent, equipments and salary of officers at the early stage of operation. This is to avoid straining the company's resources at such an early stage.

9.0 DISBURSEMENT OF FUNDS
 
Upon approval of the request, the funds will be released to the CBSI special account. Funds from the special account will be drawn to the Central Province Project account following the request from the Central Province Government. The project account will be operated on the principle of two signatories for all transactions.
 
9.1 Signatories
 
1. Provincial secretary, Central province.
2. Treasurer, Central Province.
 
10.0 CLOSURE OF ACCOUNTS
 
The steering Committee shall submit the final report to the Ministry of National Planning for reporting to ROC Embassy in Honiara.
After approval of the final expense report, the special account and project account shall be closed.
