The following cases qualify for tuitions/boarding fee waiver programs
1) Unable to pay tuitions as the results of calamity, fire and etc.
2) Living off the social welfare funds
3) Unable to pay tuitions upon parent's/guardian's death or disability caused by car accident.
4) Other causes that are considered as special cases.

Technical Colleges accept the Junior High School graduates for a term of 5 years. The students learn enriched cultural literacy as well as highly technical skills in each' specialized area. There are 62 such schools in Japan, of which 5 are situated in Hokkaido. Names of the 5 schools and their course offerings are shown below:

Industrial Designs
Class Sizes: 40 students per course. Sapporo School of The Arts accepts 80.
Entrance Exam is scheduled during the last 10 days of February each year. Contents and test date of Entrance Examination is set nationwide. Test subjects selected are basically Japanese language/literature, Mathematics, Science, Social Science and English. Some schools, however, opt for 3 or 4 out of these basic 5 subjects.
Admission of candidates is determined based on, in addition to the entrance exam scores, the overall judgments on interview results, health report, Internal School Report, etc. Admission by Recommendation will require, along with the School Recommendation Document, interview, composition, etc. Admission by Recommendation normally makes up 10 - 30 % of total students accepted, but some schools do not offer this system as part of their admission policy.
For the students who need financial aids to continue education, there are a tuition waiver system and scholarship such as Japan Scholarship Foundation, etc. Students' dormitories are available for those who come from the remote area.
Besides the study classes, there are many opportunities for out-of-class activities, cultural and sports, in all schools.
Graduates from schools in this category enjoy high regards in the corporate world and society in general as specialized technical engineer much in the same way as the college graduates do. Job placement rates 100% or close to 100%, placing graduates in such areas as large corporations, financial industry, and commerce distributions, etc.
Graduates also qualify for admission to the classes as junior in Engineering and Science Departments at National University.
