VI. Educational Facilities for acquiring skills without high school education
Specialty School, Vocational Training Center and Vocational Skills Development Center offer facilities and courses to learn technical skills to those who opt not to enter High School. In those facilities, course offerings are geared towards learning skills and obtaining certificates of computer science, electric construction techniques, building industry knowledge, etc.
Specialty School is established to train and improve vocational skills to earn living as well as to improve cultural and educational learning. Eight Specialty Course offerings include Industrial, Dress Design, Cooking, etc. Some such schools are designated as equivalent to High School whose graduates qualify to move on to a college level.
Information regarding the course offerings, fees and expenses & tuitions, admission selection policy/methods, etc., are shown in “Guidance for Futuer Schooling”. Also encouraged is that you take steps to visit schools, obtain school catalogs, and research on you own as well.

Sapporo School of Technology offers Molding Pattern Engineering and Wood Craft/Architecture Courses. Classes consist of Specialty Subjects and Basic Hands-on Practices Workshops. Upon completion of hands-on workshops, student receives stipend while still furthering his/her skills.

This school offers courses to the youth who seeks training to become a large vessel captain, marine navigator, wheelman, head engine driver, engine driver, etc. School term is for 3 years. Required course offerings include high-school courses and classes for hands-on skills training for navigation and engine steering. Diploma includes a high school diploma equivalent, and qualifies for a college entrance examination. Also awarded is the certificate for engine driver's license for a small vessel, and other marine related skills.

Two kinds of Public Vocational Skills Development Facilities accept new graduates from Junior High Schools
--Hokkaido Vocational Skills Development Center for Persons with Disability
Person with Mental/Physical Disability attends 1 year and learns the basic knowledge and vocational skills.
--Hokkaido Regional Institute of Technology
Two different courses, a short program for 1 year (6 facilities in Hokkaido) and regular program for 2 years (1 facility), are offered. Emphasis is placed on learning basic knowledge and vocational skills for building, sheet metal works, exterior techniques, welding, plumbing, painting, sewing, etc.

あとがき
私達「札幌子ども日本語クラブ」は、外国から日本に来て定住することになった子どもたちを対象にして日本語学習支援を行っているボランティアグループです。現在札幌市内の小中学校7校と子どもの自宅において活動しています。日々、学習支援活動を続ける中で、特に浮かび上がってきたのが進路の問題でした。ことばのハンディがある子どもたちにとって、高校入試は容易なものではありません。また、保護者も学校からのお知らせを読み取れず、進路の情報もよく理解できない状況にあります。このような子どもたちの多くが数年後には日本社会で自立して生活してかなければならないことを考えれば、将来の方向を決める前に、進路に関する情報を親子ともども十分に把握する必要があるのではないかと思います。私達は、以上のような状況を踏まえて、このようなことばにハンディのある生徒と保護者に進路情報を提供するため、このたび「外国人・帰国生徒のための進路説明会」を行うことに致しました。
進路説明会開催と本資料集作成には、日本財団及び(財)札幌国際プラザより、助成をいただいております。また、札幌市中学校進路指導協議会からは、同会編著の「進路のしおり」からの要約を快く許していただきました。北海道教育委員会からは、用語等の校閲の労をとっていただきました。橋本玲子さんに中国語訳を、秋元成子さんに英語訳を引き受けていただき、精密な訳出をしていただきました。さらに、説明会での通訳を引き受け、助言とあたたかい励ましをくださった北海道中国帰国者自立研修センターの皆さま、美しい表紙の絵を描いてくださいました和田泰子さん、進学についての体験談を寄稿してくださいました帰国者の方々、準備作業を分担してくれた「札幌子ども日本語クラブ」の面々、その他、お力をくださった多くの方々に感謝申し上げます。
