II. Ship APsの開発状況および審議内容
1. 全体概要、要対応
T23 Co-Chair(Jim Mays & Tony Fry)欠席により、John Kendall & Ron WoodがChair代行となり、議事が進められた。また、Korean shipyardsを対象としたShip STEP Tutorialが行われた。
（1） AP218 DIS ballot comments
WoodよりUS commentsの計254件（Editorial:199,Technical:54,General:1）の紹介があった。但し、Owner & Editor欠席により、Technical Discussionは行われなかった。なお、AP215 & 218のDIS ballot resolution workshopがUS Pro(Charleston)にて21st-23rd January 2003に実施の予定。
（2）AP234 Walkthrough
Haenischより、AP234はthree year ruleによりautomaticallyにcancelになったとの報告があった。なお、AP234の機能要件はAP227のMechanical systems並びにAP239(PLCS)に各Scopeに応じて組入れる方向で検討中との説明があった（具体性のあるものかどうかは疑問）。
（3）T20 & T23 Joint Meeting on AP227 Mechanical Systems
AP226(Ship Mechanical Systems)は開発リソースの問題によりCancelとし、AP227 2nd Editionに組入れる計画で作業が進められている。External Reference LibraryはRDLをベースとする方針である（9月のWashington Workshopでは議論が無かったが、今回DNVより具体的な提案があった）。
この計画に基づき、ARM,AIMのenhancement、Test Case開発等を2002/12中に終了し、DIS Commentsを2003/1末までにAP227 Teamに提出の予定。なお、Ship Mechanical Systems WorkshopをSan Diego Meetingに実施する予定。
（4） ATS318 Discussion
ATS318は開発負荷,期間等の問題によりCancelすることになった。但し、KS-STEPで実施してきたTest Caseの結果は整理、Reviewの後、Usage Guideとして作成することになった。
（5） T 23 and T 24 (Manufacturing) Joint Meeting
Plates Cutting, Pipe Bending等のNC Dataに関して、AP218,AP227とAP238との連携の可能性についてSTEP Tools Inc.からの提案があり、Discussionが行われた。次回San Diego Meetingにて継続して検討の予定。
（6）その他
・Ship STEP Tutorial Session
Korean shipbuilding industryを対象として、各国でのShip STEP Activitiesについて紹介された。
-NIDDESC：US Implementation projects, Integrated Shipbuilding Environment
-EMSA：The importance of standards for efficient e-business
-JMSA (Fujitsu) ：AP226/PLIB implementation project
-KS-STEP ：Ship Structures test data project
・Joint Meeting on Ship Machinery System(Korea Ship Team, DNV & JMSA)
KS-STEPより、JMSAとのCo-workによるAP226開発継続の提案があり、Discussionを行った。Korea Gov.からのFinanceが期待できるとの背景によるものであったが、開発リソース面、Finance面での問題及びShip Mechanical Systemsのcurrent statusに関するKS-STEP側の認識不足等があり、具体的な話には至らなかった。但し、今後のShip Mechanical Systemsの評価／検証面での相互協力が期待できる。

（1）Ship Mechanical Systems DIS comments for AP227 ed2
Comments内容の検討・提出方法等、T23 Team内での事前調整、JMSAとしての対応について要検討。
2. APsの状況、論点、要対応
DIS Advanced Ballot Comment Reviewは、今回参加者が少なくAP218のEditor、Ownerが欠席しているため、1月21日〜23日にU.S. proにて行われるWorkshopまで延期されることとなった。WoodよりUSAのCommentについて簡単に紹介され、計254件（(Editorial:199,Technical:54, General:1）がある模様。
GischnerよりAP227のStatusについて説明があった。AP227 2nd Ed.に関する今後の活動は以下の通り。
・Test Caseの完成。
・Usage Guideの更新。
・以下に示す企業による開発の元で、Implementationを進める。
-Atlantec (for TRIBON and CATIA)
-Intergraph (for ISDP and GSCAD)
-SENER (for FORAN)
-SIMSMART (flow analysis)
-STEP Tools (viewer)
・DIS DocumentがWG3に提出され、2002年12月にDIS Ballotが開始される予定。
・次回サンディエゴ会議のPreliminary issue resolution workshopを2003年3月7日〜8日の予定で行う。
・正式なBallot resolution workshopを2003年の5月または6月に行う。
2.3 Ship Mechanical Systems (Tim Turner)
Magne (POSC Caesar)よりISO15926でのPropulsion Systemの表現について説明があった。
・Test CaseとしてESTEP等で使用しているTWR841を使用
・Propulsion SystemをFunction毎に定義をしていく。
・System/Function毎に分割する。
・Functional Assemblyを定義する。
・Functional Connectionを定義する。
Turnerからも、上記と同様のモデルのAP227 2nd Ed.による定義について説明があった。ISO15926でカバーされる機能のうち幾つかはAP227においてもカバーされている。今後、どの情報がどこで定義されているのかの調査、定義されていない情報のGapを解析していくといった作業が必要となってくる。
今回の会議では、Last Day ResolutionにてAP226のCancelが提出され、承認される模様である。AP227にShip Mechanical Systemを組み込み、External Reference LibraryにはISO15926 RDLをベースとすることが明記されていた。会議中、AP226についての議論は全くなく、AP227へのShip Mechanical Systemについて説明が行われていた。Seoul会議の前からAP226のCancel、AP227へのShip Mechanical Systemの取り込み、RDLの採用は決定されていた模様である。
今後のShip Mechanical System開発のスケジュールを以下に示す。

2.4 AP234 (Jochen Haenisch)
HaenischよりAP234がThree years ruleによりCancelされることが報告された。HaenischからのAP234をCancelしてAP227に取り込みたいとの提案に対し（プレゼンテーションでは、AP217+AP226+AP234をAP227へと取り込むとの内容であった。）、AP227はDesignを対象としておりOperation dataがScopeに入っていないという意見が出され、AP227への取り込みには大方の参加者が難色を示していた。含めるとしたらAP239（PLCS）ではないかという議論がなされ、PLCSの方に当たってみては良いのではとの提案が出された。
2.5 ATS318 (Yong-Dae Kim)
韓国が担当していたATS318はCancelすることとなった。（ATSは義務では無くなったが、正式に無くなったのではない。）ATS318をCancelする代わりに、これまで韓国が実施してきた作業を整理し、Guidelineとして成果を残していくことで合意がなされた。また、各Conformance Class毎にTest Caseを作成することとなった。
2.6 T23 and T24 (manufacturing) Joint Meeting
David Loffredo (STEP Tools, inc)より、Plate cutting、Pipe bending等のNC dataに対するAP218、AP227、AP238との連携についてプレゼンテーションが行われた。現在、Plate cutting及びPipe bendingに対して以下の二つのプロジェクトが進められている模様。

プレゼンテーションでは以下の内容が紹介された。
<Plate cutting>
Plate cuttingにはAP218およびAP238(Manufacturing work plans/spools)を使用する。次の手順によりSTEP-NCをPlate cuttingに適用する。
・Lofting SystemはAP218から船殻のデータを読み込む。
・Lofting SystemはAP238 fileを吐き出す。
・Nesting SystemはAP238 fileを読み込む。
<Pipe Bending>
Pipe Bendingには、AP227及びAP238を使用する。次の手順によりSTEP-NCをPipe bendingに適用する。
・Process PlanningのためにCAMにAP227のデータをインプットする。
・Machineを操作するため拡張したAP238を出力する。
3. Ship Project & Organization Report
WoodよりESTEPのStatusの報告がなされた。ストックホルム国際会議とほとんど変わりは無いと思われる。ESTEPは、ISE (Integrated Shipbuilding Environment)内のタスクとして行われているNSRP projectである。“120' Torpedo Weapons Retriever”の実際の船舶を使用してTest Caseを作成し、Structural Translator及びPiping TranslatorのPrototypeの開発、ISO STEP Coordination & Modularizationの活動を現在進めている。
GischnerよりHarvest projectに関する報告がなされた。NSRP (National Shipbuilding Research Program) projectの一環として活動を行っており、2001年10月から活動が開始され2003年3月に終了する予定である。ShipAPs (AP215/216/218)を完了する目的で活動を行っており、本プロジェクトでの各Ship APsのLeaderは以下の企業が担当している。
・AP215: Product Data Services Corp
・AP216: STEP Tools, inc. （Project Leaderでもある）
・AP218: Electric Boat
KimからKS-STEPの現在の状況についてプレゼンテーションが行われた。KS-STEPでは、バルクキャリアの1ホールドモデル（1／2＋1／2）のARMベースでのテストケースについてATSのドキュメント作成を開始する段階にある。本会議にてATS318のCancelが決まったので、今後これまでの作業を整理してUsage Guideの作成及び新たなTest Caseの追加等の作業を継続して行く予定。
また、Ship Machinery Systemに関してKS-STEPとJMSAとの間でJoint Meetingが行われ、KS-STEPから協同でAP226の開発継続の提案があった。協同で作業を行う事が決まれば、Korea 政府のFinanceが期待できるとの思惑があったようだが、開発リソース、Financeの問題等から折り合いがつかず、特に具体的な話には進展しなかった。
