MECHANICAL REQUIREMENTS
 
The Cincinnati Gear Company has in place a dynamic Engineering and Design Group experienced in optimizing high performance gear designs through the use of exotic materials, detailed component design, and finite element analysis. We have extensive experience with various materials and processes such as:
・ Aircraft quality, materials, and processes. Example: 9310 alloy steel to AMS 6265 premium aircraft quality.
・ Five-step gear processing, which consists of hardening, grinding, honing, shot peening, and silver plating.
・ Complex aluminum (A356) castings for high strength and light weight.
・ Planet carriers and housings machined on a special precision horizontal boring mill with a laser interferometer for controlling concentric locations within 0.0002 inches.
・ Corrosion protection through the use of electroless nickel plating, exotic metals (such as monel, inconel, titanium, and stainless steel) and internal part protection using phosphate coating and black oxide.
TESTING CAPABILITIES
 
The Cincinnati Gear Company has extensive experience designing and constructing test facilities to verify the effectiveness of our transmission products. This experience includes design and construction of the following:
・ Full load, full speed teststands
・ Full load, full speed back to back teststands
・ Partial load teststands
・ Spin teststands
・ Regenerative teststands
Measurements taken during these tests typically include:
・ Oil temperature
・ Bearing temperatures
・ Oil pressure
・ Oil flow rate
・ Torque
・ Speed
・ Vibration level versus frequency
・ Sound intensity
Through the use of these test facilities, Cincinnati Gear can offer its customers accurate, detailed test documentation, proving the product meets their performance requirements.

INTEGRATED LOGISTICS SUPPORT
 
The Program Manager assigned to this project has overall responsibility for the direction of the program, and will be the principle customer interface. The Program Manager is highly experienced in coordinating various efforts involving The Cincinnati Gear Company functions and supplier activities, as well as the techniques required for successful completion of this program. The Program Manager is responsible for the coordination of purchasing, manufacturing, production, contract administration, and overall program control.
 
The program organization is structured with the following principal considerations:
・ Single point authority and responsibility
・ Implementation of the project team
・ Complete functional organization support
・ Timely involvement of top management
 
Cincinnati Gear's capability with regard to integrated logistics support has been demonstrated by the many programs which have been successfully executed since the early 1970's. For these programs, program management involvement was essential to providing the product to the required quality level and on schedule, as required by the contract, while maintaining program cost objectives. In most instances, a combination of various ILS techniques were used.
 
Management of the Logistics Support Analysis (LSA) program consists of planning, organizing, coordinating, and controlling each task and combination of tasks that comprise the LSA program. The organizational function responsible for implementing the LSA program is the Reliability and Maintainability (RM) section that reports to the Chief Engineer of the project. The Chief Engineer has the overall responsibility of program policy and direction for the project. The Chief Engineer and the Vice President of Engineering are involved with the broader aspects of program policy.
QUALITY ASSURANCE
 
INTRODUCTION
 
At The Cincinnati Gear Company, Quality Assurance is committed to assuring that the high product quality levels required by the customer are met by the finished product.
 
Quality Program Management and its standards of Quality Assurance originate with top management. The Quality Assurance Department is assigned the responsibility for maintaining these established standards of quality and for developing and applying appropriate systems and procedures necessary to satisfy such requirements.
 
Our commitment quality has been demonstrated worldwide in our contributions to programs such as the U.S. Nuclear Submarine program and the U.S. Navy LCAC, AOE, TAO and DDG-5l genset programs. These and other applications such as mining, turbine gensets, and marine propulsion systems have kept the name "The Cincinnati Gear Company" synonymous with superior quality and high reliability. Cincinnati Gear is currently pursuing certification to ISO 9001.
 
Our existing Quality Assurance plan is modified slightly to incorporate special quality requirements for each program. However, the general plan, in each case, satisfies the following specifications.

The Director of Quality reports directly to the President or in his absence, the Chairman of the Board, and is responsible for enforcing all management policies and procedures to ensure product quality. All personnel performing quality functions have well defined job descriptions, describing their responsibility, authority, and organizational freedom to identify and evaluate quality problems and to initiate, recommend or provide solutions.
 
A Quality Control Manual has been developed and is reviewed continually to assure that the Company's Quality Control System conforms to every customer's requirements.
 
The Director of Quality audits the Quality Control policies and procedures for enforcement and inspection effectiveness to assure compliance with contract or purchase order requirements. Each element of the Quality Control Manual is audited at least once every 6 months. Frequency is increased if audit results indicate lack of compliance in a particular element. Details of this audit and actions taken are documented and available for customer review.
 
The Quality Control Manual establishes quality requirements for a quality control system to be provided and maintained by The Cincinnati Gear Company for furnishing materials, supplies, and services. This quality control system includes the methods, procedures, controls, records, and maintenance of the system to provide verification of production compliance with contract requirements.
 
MANUAL/PLAN
 
The Quality Control Manual governs all materials, supplies, and services to the requirements of MIL-Q-9858 and MIL-I-45208 when referenced in the contract or customer purchase order.
 
The manual outlines the requirements for the establishment and maintenance of a quality program. This ensures that the end product (supplies or services) and associated components, offered to the customer for acceptance, conform to contract requirements whether manufactured by The Cincinnati Gear Company or procured from subcontractors or vendors. The quality program, including procedures, processes, and products, is documented and reviewed by the customer.
 
The Quality Control Manual and its procedures are to be implemented in addition to and not as a replacement for the detail requirements of the original contract. The Cincinnati Gear Company is responsible for compliance to all provisions of the contract and for furnishing specified supplies and services which meet all contract requirements. If any inconsistencies arise between this Quality Control Manual and the contract, the contract takes precedence. The manual is designed and used to effectively support reliability.
 
DRAWINGS AND DOCUMENTATION
 
This function assures the adequacy, completeness, and currentness of all documents and changes thereto which affect the quality program. These documents include such items as drawings, specifications, Quality Assurance procedures, procurement documents, engineering orders, etc. These documents are reviewed, approved, signed, and dated before release to Manufacturing.
 
All drawings and specifications are controlled by the Quality Assurance Department. It is their responsibility to assure the drawing and specification changes, engineering orders, and amendments are distributed to all affected personnel.
 
MEASURING AND TEST EQUIPMENT
 
All Tools, gages, fixtures, and test equipment necessary to ensure conformance of articles to contract requirements are available for use. It is the responsibility of Quality Assurance to maintain the calibration of all such items with a known, valid relationship to national standards to ensure continued accuracy.
 
NON-DESTRUCTIVE TESTING
 
The Cincinnati Gear Company has experience in various forms of non-destructive testing. Magnetic particle inspection, as well as liquid penetrant inspection can be performed in-house.
 
The Cincinnati Gear Company non-destructive test personnel are trained and qualified to perform these test in accordance with the following:
・ ASNT SNT-TC-1A Personnel Qualification and Certification in Non-destructive Testing.
・ MIL-STD-271 Non-destructive Testing Requirements for Metals.
・ MIL-STD-410 Non-Destructive Testing Personnel Qualification and Certification.
 
Other non-destructive testing such as ultrasonic or radiographic inspection can be provided through Cincinnati Gear approved subcontractors.
 
CORRECTIVE ACTION
 
A documented system of corrective action is maintained. This system is designed to promptly detect and to determine the cause of a non-conformance and initiate corrective action to prevent recurrence.
