The following comments are misunderstood. In the cargo UN No.1386, the sentences in the column "VENTILATION" is different from proposed one. In the cargo UN No.2217, the wrong sentences are involved in the column "CARRIAGE".

(80) Re: VENTILATION: I consider that natural ventilation is recommendable to prevent self-heating of the cargo. Furthermore, to prevent the accident due to the lack of oxygen, the cargo space should be ventilated before entering into the cargo hold. Therefore, I propose the following sentences for substituting the sentence "Mechanically ventilate the cargo space":

"Surface natural ventilation should be conducted, as necessary, for removing any residual solvent vapour. Mechanical ventilation is not recommended to prevent self heating of the cargo. Prior to discharge or entering into the cargo spaces, the cargo hold should be ventilated, as necessary, to prevent the accident caused by oxygen depletion."

(127) I agree with your proposed option 2, concerning item 1 of your E-mail dated 19 July. In the draft option 2, regarding the names of cargoes, alphabetical order is better. The word "schedule" is used in stead of the word "entry".

(128) I agree to delete the columns for TML and "No information", concerning item 2 of your E-mail.

 

Re: VENTILATION

(129) Concerning the comment No.2 dated on 16 AUG. by the UK,

・ I propose to describe "No special precaution" when there is no specific hazard related to ventilation;

・ In general "No special precaution" is suitable for cargoes not categorized into Group B (see My comment No.141);

・ For the cargoes categorized into Group B, "No information" (deletion of the column) is suitable unless special precaution (including "No special precaution") was proposed in the C.G.; and

・ In the case that ventilation is required for a cargo, means of ventilation should not be specified unless there is a specific reason.

 

Re: Arrangement of fixed gas fire-extinguishing systems for SEED CAKE

(130) I would like to discuss on this issue at DSC 6.

 

Re: Fire protection in entries for non-combustible or, low fire risk materials (proposal by France)

(131) I agree to delete the sentences on the exemption of the fixed fire-extinguishing system and to include the MSC/Circ.671 in section 12. I would like to invite the members of the C.G. to take note that MSC/Circ. 671 Table 1, i.e., List of solid bulk cargoes which are non-combustible or constitute a low fire risk, was developed before the latest amendments to the BC Code and has some defects at present, e.g., some names of the cargoes are different from those in the existing BC Code and BROWN COAL BRIQUETTS is missed.

 

Re: "must" and "should"

(132) I support the opinion of France on the replacement of the word "must" to "should".

 

Re: CEMENT & CEMENT CLINKERS

(133) I am sorry for making confusion.

In my comment No.23, I proposed to delete the sentences "The cargo should not be ventilated." in the entry for CEMENT and CEMENT CLINKERS. I withdrew my comment No.23. My comment No.98 substituted for the comment No.23. The intention was as follows:

The sentences should be read "Hatches should be sealed, if necessary.", because sealing of cargo hold is necessary in general, but not always.
