Re: MAGNESIA (UNSLAKED) BC No.032

MAGNESIA LIGHTBURNED

MAGNESIA CALCINED

MAGNESIA CAUSTIC CALCINED

(124) Re: LOADING and DISCHARGE

Amend the sentence of these columns as following to keep the consistency with weather precautions:

"Do not load in rain."

"Do not discharge in rain."

Re: SILICOMANGANESE (LOW CARBON) BC NO. 060

(125) Re: LOADING

The following sentences in the second paragraph in this column should be deleted. The sentences proposed in my comment No.2 are sufficient.

"[It is recommended that the master should be provided with sufficient comprehensive loading information to enable him to arrange the loading and discharge of his ship so as not to overstress the structure. Reference is made to SOLAS chapter VI.]"

Re: ZINC ASHES UN NO. 1435

ZINC DROSS

ZINC RESIDUE

ZINC SKIMMINGS

(126) Re: PRECAUTIONS

I propose to add the following sentences in this column:

"Wet cargo should not be accepted for shipment, although the cargo is not visibly wet in appearance. The cargo should be handled and carried under dry condition."

My previous comments not reflected in the new draft

Re: METEL SULPHIDE CONCENTRATES

The group of this material should be "A and B". (c.f. my comment No.11)

Re: PEAT MOSS GROUP

The group of this material should be "A and B". (c.f. my comment No.11)

Re: METEL SULPHIDE CONCENTRATES and MINERAL CONCENTRATES (GROUP A)

(16) Loading of the following cargoes in rain is prohibited, basically. Therefore, the description should be read "Unless in the case that the cargo is carried by the specially fitted/constructed ship, in case of loading under rain or other circumstances which may cause to increase moisture content of the cargo, adequate preventive measures should be taken."

METAL SULPHIDE CONCENTRATES

MINERAL CONCENTRATES

...

Re: CEMENT CLINKERS - VENTILATION

The following comment on "VENTILATION" of the cargo has not been reflected.

Re: CEMENT and

CEMENT CLINKERS - VENTILATION & CARRIAGE

(23) The following sentences should be deleted:

"The cargo should not be ventilated.", in the item VENTILATION; and

"Hatches must be sealed. Shut all vent and access ways.", in the item CARRIAGE

In order to avoid moisture, the cargo holds are equipped with means of ventilation.

Re: FERROPHOSPHORUS BC No.020 - VENTILATION

(27) Ingress of water to the cargo holds for this cargo should be prevented because these cargoes possess chemical hazards in case of contact with water. Therefore, the ventilation openings should be closed during rainy weather. In view of this, the description should be read as follows (c.f. paragraph 2.3.1 in regulation II-2/53 of SOLAS Convention):

"The cargo spaces should be provided with an effective power ventilation system. Ventilation fans should normally be run continuously whenever cargoes are on board. Where this is impracticable, they should be operated as weather permits and in any case for a reasonable period prior to discharge."

Re : PITCH PRILL BC No.050

(28) The softening point, i.e., the temperature at which this cargo become soft, is observed between 40℃ to 50℃. The melting point of this cargo is about 105℃ to 107℃. By these reasons, I propose the following changes of descriptions:

HAZARD : Add the sentence as to read:

"Powder of the cargo is easy to be ignited and may cause fire and explosion. Special care should be taken for preventing fire during loading/discharging cargo work. "

The latter sentence can be moved to the item "SPECIAL PRECAUTION (APPENDIX)".
