I am of the opinion that the following sentence should be included in the column "Hazard":
"This cargo is not liable to liquefy nor to possess chemical hazards."
As far as I remember, it was pointed out at the last session of the Sub-Committee that sugar dissolves in water so easily and may result in creation of large air pockets in the body of the cargo. The danger of such phenomenon for other cargoes has not been pointed out, yet. The scope of the application of precautions should not be extended without any concrete reason, in general. Therefore, I am not in favor of the comment by the UK.

(117) I could not understand the reason of these comments. I would like to invite the UK to explain about the reason of the comments.
The comments are related not only to operation also to the arrangements of ships. Therefore, such amendments should be discusses in detail, in general, based on the separate proposal if necessary.

Add the following sentence after the sentence "Early application of an inert gas to a smoulding situation may be effective.":
"If a fire situation develops, the ship should make for the nearest suitable port and neither water, steam nor additional carbon dioxide should be used at this stage. If nitrogen gas is available, the use of this gas to keep the oxygen concentration down will contain the fire."
Reason: Water, steam or CO2 should not be used for developed fire, because cargo may react with these media and result in adverse affect on fire-extinguishing.
