Basic principles proposed in DSC 6/INF.2

4 The basic principles proposed in the report of the investigation, i.e., the annex of DSC 6/INF.2, are as follows:

 

.1 Limitation on on deck stowage

A container packed with dangerous liquids should not be stowed on a hatchway cover having a gap, except in vertical lines at starboard and port ends on deck, unless the cargo hold under the hatchway cover complies with the requirements applicable for the dangerous liquids of the relevant classes including subsidiary risks and flash points in regulation 54 (new regulation 19) in chapter II-2 of SOLAS Convention 1974, as amended.

 

.2 Limitation on vertical segregation

.2.1 When a reference container packed with dangerous liquids is stowed on a hatchway cover adjacent to a clear gap and "not in the same vertical line unless segregated by a deck" is required for a container packed with incompatible dangerous goods, the container should not be stowed in sensitive vertical lines corresponding to the reference container in the cargo hold.

.2.2 When a reference container is stowed in a sensitive vertical line under hatchway covers adjacent to a clear gap and "not in the same vertical line unless segregated by a deck" is required for a container packed with incompatible dangerous goods, the container should not be stowed in sensitive vertical lines corresponding to the reference container on the hatchway covers.

 

.3 Limitation on horizontal and vertical segregation

Containers packed with incompatible dangerous goods not permitted can be stowed in the sensitive vertical lines under deck not corresponding to the reference container on deck Similarly, such containers can be stowed in the sensitive vertical lines on deck where the reference container is not stowed in the sensitive vertical lines under deck. In other words, containers packed with incompatible dangerous goods not permitted can be stowed in sensitive vertical lines corresponding to containers for which horizontal segregation is required, where the sensitive vertical lines is not corresponding to the reference container (c.f. Fig. 5-1 to 5-5 in the annex of DSC 6/INF.2).

 

Here "clear gap" means clear gap between hatchway covers and "sensitive vertical line" means vertical lines within one container space from a gap. The principles are consistent with the existing IMDG Code and hazards related to the clear gaps are well examined.

 

Action requested of the Sub-Committee

5 The Sub-Committee is invited to develop draft amendments to the IMDG Code taking this paper into consideration.
