DRAFT AMENDMENT TO THE IMDG CODE
1 Add the new paragraph 7.1.1.17 as follows:
"In cases where the cargo hold is fitted with partially weatherproof hatchway covers, a CTU containing dangerous liquids should not be stowed on the hatchway covers, except in vertical lines at starboard and port ends on deck, unless the cargo hold under the hatchway covers complies with the requirements applicable for the dangerous liquids of the relevant classes including subsidiary risks and flash points in regulation 54 (new regulation 19) in chapter II-2 of SOLAS Convention 1974, as amended"
2 Add the following sentence at the last of paragraph 7.2.3.1.1
"For the cargo hold fitted with partially weatherproof hatchway covers and on deck above such a cargo hold, see paragraph 7.2.3.4."
3 Add the new paragraph 7.2.3.4 as follows
"7.2.3.4 In the cases where CTUs containing dangerous goods are stowed in and above a cargo hold fitted with partially weatherproof hatchway covers, CTUS containing dangerous goods should be segregated in accordance with table 7.2.3.2 substituting the note of the table by the following sentence:
"All bulkheads should be resistant to fire and liquid."
The following requirements and interpretations should be also applied:
.1 In the following sub-paragraphs, "sensitive vertical line" means vertical line within one container space from a clear gap and "vertical lines on a hatchway cover" does not include the vertical lines at starboard and port ends on deck:
.2 When a reference CTU containing dangerous liquids is stowed on a hatchway cover and "not in the same vertical line unless segregated by a deck" is required for a CTU containing incompatible dangerous goods, the CTU should not be stowed in sensitive vertical lines under deck corresponding to the hatchway cover just below the reference CTU;
.3 When a reference CTU containing dangerous goods is stowed in a sensitive vertical line under deck and "not in the same vertical line unless segregated by a deck" is required for a CTU containing incompatible dangerous goods, the CTU should not be stowed in sensitive vertical lines on hatchway covers just above the reference CTU; and
.4 In regard to the segregation of CTUS on deck versus CTUS under deck, regardless of the horizontal segregation requirements:
