南北首脳会談の実現や米国務長官の北朝鮮(朝鮮民主主義人民共和国)訪問など、北朝鮮指導層の考え方が変化しているようだ。しかしながら、経済回復には日本や韓国といった隣国の支援は不可欠である一方、食糧事情に好転が見られず相変わらず軍事予算に巨費を投入している現実もある。幸福感に浸っている今こそ、かえって潜在的には不安定になる危険性をはらんでいるのではないだろうか。

Recent events in the Democratic People's Republic of Korea, including the historic summit between two Korean presidents and the visit of US secretary of state Albright, are indicative of changes taking place in the thinking of North Korea's leadership. Whereas it will be essential for Japan and South Korea, as North Korea's neighbors, to assist it in its economic recovery, it should not be overlooked that the North's government continues to infuse huge sums of money into its military budget while failing to improve the nation's food supply situation. It is times of inflated optimism such as these that can conversely be fraught with potential dangers of destabilization.
