4 Ho Chi Minh City Transport Study

 

4.1 Back Ground

 

The HCMC Transport Study represents the first attempt to establish a transport database and transport planning tools for the City transport and planning authorities. It has therefore been necessary to undertake a considerable amount of primary data collection and analysis. This data has also been supplemented by other data sources held by various agencies in the City.

The lack of reliable data and understanding of how the city's transport system works and understanding of how the city's transport system works and develops and how user make their transport choice has required the study team to undertake research and make assumptions regarding future transport user behavior.

The United Kingdom (UK) Department for International Development (DFID) formerly the Oversea Development Administration (ODA) in 1995 recognized the need to improve the skill and abilities of HCMC transport agencies to better equip them to handle the important land use/transport system decisions which need to be made now and in the future. In February 1996. The MVA Consultancy in association with Mausell, UK Transport Research Laboratory (TRL), and Transport Development and Strategy Institute of Vietnam South (TDSI South) formerly the Transport Economic and Scientific Institute (TESI) were commissioned to undertake the HCMC Transport Study.

 

4.2 Key Issues

 

The key issues in terms of the City's land use transport system are related to;

(1) the future vision of the city's shape and form;

(2) the form of private transport mode;

(3) the respective roles of public and private transport modes;

(4) the economic and affordability or transport; and

(5) the urban transport environment

 

4.3 Study Area

 

The prime study area covers HCMC province except for Cu Chi and Can Gio. The prime study area comprises the 12 inner urban districts of HCMC and, what was st the start of the study, four rural districts (Thu Duc, Hoc Mon, Nha Ba, and Binh Chanh). In April 1997, thu Duc, Hoc Mon and Nha Be were sub-divided into 7 districts, of which 5 were reclassified as new urban districts targeted for future urban expansion.

Cu Chi and Can Gio have been included in the modeling process so far as these districts will have an influence on the wider development of the City, but no internal Ci Chi or Can Gio transport networks are modeled.

 

4.4 Study Process

 

(1) Survey

The Database on the traffic condition was collected by the following traffic and transport survey;

1) An Extensive Household Interview Survey;
