3.2 Conclusion and Recommendation
・In the coming years, in order to satisfy the rapidly increasing population and economy, HCMC is required to largely develop public transport, especially bus transport.
・To do that, it is crucial to provide a concrete strategy for sustainable development of public transport in HCMC. Therefore, the Government need implement strong measures in PPT, accelerate the improvement of public transport management and reform in passenger public transport with the objectives of modernizing and increasing service quality and attracting more passengers, raising number of large, medium and minibuses by 2010. Economic form is mixed, consisting of State-owned enterprises, limited companies, stock companies, cooperative, and private sector.
・It is necessary to improve vehicle technical quality, enhance management quality. And it is more significant to incorporate both the improvement service quality of public passenger transport and awareness of the people in increasing usage of buses.
・Bus enterprises must find their own development and improve their subjective weakness. And in cooperation with administrative agencies, they are to develop a logical and rational bus network, which should be put under an effective management mechanism.
・The Government should develop a policy to restrict the development of personal means of transport through tax and other administrative regulations. Simultaneously, it should give priority to bus operation, especially price subsidy policy once bus operation has to offer a price level that is lower than respective costs.
・The Government should also develop a better transport system both in terms of quality and quantity. Close attention should be paid to trunk routes and a number of congested traffic intersections.
・People's awareness in abiding by traffic law as well as in changing the habit of using personal means of transport into public transport means.
・The Government should develop and make public the priority for public transport in the traffic law.
・The detailed plan, once approved, will be the foundation for Feasibility Projects to invest in bus route sections.
