It is noted that the ticket mechanism should be revised for low-income people to be able to afford PPT services, realizing social equity in urban transport works and services.

・Diversification of bus services with different service types by route types: inner city area, suburban, detour routes, belt routes...should be implemented. It is necessary to establish daytime routes and nighttime routes on required corridors; and to establish different routes by trip time: non-stop express routes, high-speed routes on which buses only stop at some main terminals, regular routes. It is encouraged to develop student-only or worker-only buses, or call-minibuses

・Operate buses with a highly rational structure to obtain high economic effectiveness, with priority given to developing large buses offering low unit costs.

・Develop infrastructure for bus services: terminals, stops, interchange-stations.

・Carry out preferential policies to encourage PPT development, to raise funds to subsidy tickets for low-income bus riders in needy areas.

・Restrict personal means in parallel to PPT development in order to ease the pressure for investment in street widening.

Objectives for Public Passenger Transport Development

・The city has been struggling to get the share of 20 27% of traveling demand for PPT by 2010-2020. In 2000-2005, PPT will expectedly strengthened and gradually developed, with 5-12% of traveling demand undertaken by buses.

・To form a new traffic system, to make a radical change in urban transport civilization, to make a contribution to social productivity enhancement, to civilize life styles of urban residences.

・Services must gradually cover main streets class 1 and 2, heavily-populated quarters, which should be seen convenient, fast, safe, civilized and reliable in any situations.

・Traveling costs should be kept affordable for ordinary people, so that they may voluntarily stop using personal means of transport. In particular, traveling costs by bus should be kept under 10% of minimum income of HCMC dwellers.

 

(5) Major Objectives for Bus Transport Development by 2010

Based on economic development scenarios, 3 typical development levels are worked out: low, medium and high levels.

・LOW DEVELOPMENT LEVEL: Bus routes are rearranged and improved to a certain level. Regarding institution and mechanism, PPT will enjoy reductions for some taxes and fees. Minimum subsidy will be given to student commuters. With such efforts, load factor will slightly increase: 2005 30-35%, in 2010 35-40%. About 7-8% and 9-11% demand will be satisfied, respectively.

・MEDIUM DEVELOPMENT LEVEL: Thanks to strong efforts by urban PPT in improving services, providing commuting tickets, in making scientific plans for bus operation in rush hours and other time, in obtaining adequate investment in buses and terminals.... PPT system may have a good future.
