3 Pre-Feasibility Study on Completing Transport System in Ho Chi Minh City (June, 2000)

 

3.1 Detailed Planning of Bus Network for Public Passenger Transport

 

(1) Approved Master Plan for HCMC

In order to meet the new circumstances in economic development, population growth and urbanization, the City has made a revision on the Master plan for HCMC by 2020, which has been approved by the Prime Minister in Decision No 123/1998/QD-TTg of July 10, 1998. The plan stated: by 2020, the city population will have reached a number of 10 million, about 6 million of which will stay in the inner city area.

 

(2) Transport Development Plan in HCMC, 2000-2020

The plan for transport development in HCMC was studied, prepared and completed through many periods of time.

・Road Transport Network Planning: External Axes and Ring road system

・Seaport Development

・Development of Inland waterway network: Passenger port (formerly called Binh Dong Passenger Terminal): be improved, constructed, widened at Nguyen Kieu Berth (Bach Dang Berth on Saigon River), where favorable advantages for constructing a modern tourist berth to take tourist to sightseeing along rivers of Saigon, Dong Nai, to Vung Tau, Con Dao, Duyen Hai, northwards and abroad.

・Development of Railway Network: National Railway: belt lines and inter-provincial lines. Urban Railways: electrification of elevated, regular or sub-ground railways for passenger transportation in the city area or in surrounding area.

・Aviation Development: Plan to develop Tan Son Nhat Civil Airport, New construct Long Thanh Airport

 

(3) Traveling Demand Surveys and Forecast by Case

Formal surveys as well as supplementary surveys in 1996-1999 shows traveling index of city dwellers is high: 1.8-1.9times/day, especially for office staff 2.76 (male 2.84, female 2.76), worker 2.25, students 2.07, traders 1.79.

Up to 2010, the city's economic development might not be absolutely stabilized. High or low economic growth rate will lead to high or low income for the city dwellers, respectively. And traveling demand will vary accordingly.

 

(4) Targets for Public Passenger Transport Development

Consideration on Public Passenger Transport Development

・PPT is a one type of public services, an inevitable subsequence of urban civilization. Therefore, it is significant to grasp thoroughly the directive principles of augmenting supply, in combination with the principles of market economy. PPT development is the pre-condition to tackle traffic congestion, reduce pollution caused by personal vehicles, trim down traffic accidents by motorcycles.
