However, a sizable number of air traffics controllers acquired experience through technical assistance. And this is the relative area of strength of SSCA. The air traffic services have been found to be reasonably well performed... The new entrants have no experience. They have some knowledge of basic computer operations, accounting etc. With passage of time and appropriate training, they could perhaps acquire relevant experience, if training initiatives are taken urgently.
3.9 Training
The number of personnel who have undergone training in educational/training establishment overseas or in Phnom Penh is shown below in table 2

The training pattern shows that the personnel got trained in what was available rather than in what was required. The training has been adhoc in nature. The absorption ofthe training undergone is not known because the overseas training was in English language, in which the ability of personnel, who attended this training, has remained limited. The training received has been put to use in most cases, not.
The outcome of this adhoc nature of training, due to absence of planned human resource development, is that the personnel are deficient in knowledge. There is no evidence of training in engineering maintenance, finance and commercial services, forecasting, contract management, project management, personnel management. Training is specialized aviation areas, except in few cases, has not been locally available and has remained externally inaccessible. Supervisory and managerial training are none-existent. The absence of training is all these and other related areas impairs the growth process of the organization and development of individual capacities and competencies.
