3.6 Education Profile

From the available records the education profile of the personnel that emerge is shown in the table below:

The education profile of the SSCA personnel shows low education base. Bulk of the population, about 43.64%, it less than high school and majority of it has education between school classes II to VI. High school (secondary) (29.51%) graduates have had basic non-science subjects for their study. Of the 164-degree holders (25.58%) most of them are arts/language graduates. Of the eight post graduates (1.25%) 7 have engineering qualifications and 1 has Master's degree in Economics. This education base is not suitable to acquire technical knowledge required for civil aviation functions on the one hand nor is it strong enough to acquire desired level of technical management efficiency.

While the existing capabilities, in terms of education qualifications cannot be altered, for future inductions minimum education and technical qualifications and eligibility standards need to be laid down and enforced. Continuation of low educational base in the organization will be detrimental to its performance.

 

3.7 Technical Qualifications

Analysis of the obtaining technical qualifications show that a very small number of SSCA official have technical qualifications that may be relevant to civil aviation. In most cases technical abilities have been acquired in defense services or through trial and error and learning by doing. In any case, technical qualifications became difficult. Hope lies in grooming those that have recently joined or will hereafter join the SSCA.

Action is required to be taken to:

(a) Provide technical education to those who have essential education qualifications.

(b) Prescribe minimum technical/science qualifications for new entrants.

 

3.8 Civil Aviation Experience

Majority of the personnel in SSCA today (except the young staff that has recently joined) were drawn from defense services. They brought with them experience what was relevant to their disciplines in respective arm of defense services. Barring some rudimentary radiotelephony, transport mechanics and driving experience they did not bring with them any relevant civil aviation experience. Some of these people were able to acquire minimum experience in communication and essential electric maintenance.
