The functioning of the entire civil service apparatus is under review. Pending the review finalization there is wage freeze, status quo and adhoc management practices.
As the situation obtains, other than the broad directives contained in the sub-decree, there are no departmental/sectional objectives, laid down duties and functions, supervising and controlling mechanisms and established management practices. The questions of manpower utilization and productivity are this stage, are, therefore, not very pertinent.
3.3 Personnel Strength
SSCA was carved from ministry of National Defense and Security. The baulk of employees was trained under different wings of the defense services. They, therefore, did not possess relevant civil aviation training or experience at the time of their separation from defense services to join civil aviation.
On its formation CAAKC inherited 291 employees. Now the strength of SSCA stands at 502 person. This forms 0.37% of the total civil service population of 159,714 of the Royal Government of Cambodia.

3.5 Recruitment and Selection
SSCA has no control on recruitment and selection of employees. It has to accept personnel who are sent to them from Secretariat of Public service. This is a "Given" and SSCA has, therefore, little authority to decline the manpower transferred to its rolls.
