(2) Dispatch of Experts
Upon requests from developing countries, JCG dispatches experts to foreign governments with a view to providing technology and knowledge suitable for the country and to develop human resources.
2. International Emergency Assistance Activities
JCG, in accordance with the Law Concerning Dispatch of the Japan Disaster Relief Team, is actively involved with Japanese international emergency assistance activities, which are conducted for large-scale disasters in developing regions upon requests from a disaster-hit country or an international organization.
During FY 1999, JCG sent 7 officials for the Rescue Unit of the Japan Disaster Relief Team for Northeast Turkey Earthquake Disaster Relief in August, and 13 officials for the Rescue Unit of the Japan Disaster Relief Team for Taiwan Earthquake Disaster Relief in September.

I Organization and Personnel
JCG is an administrative agency established by the Coast Guard Law in 1948 as an external organ of the Ministry of Transport. It aims to protect life and property as well as maintain public order at sea. Its activities cover five areas:
1) Maintenance of public security
2) Maintenance of maritime traffic safety
3) Maritime search and rescue
4) Prevention of maritime disaster and preservation of the marine environment
5) Domestic and international cooperation and coordination.
