Chapter 2 Ensuring Maritime Traffic Safety

 

I Measures for the Prevention of Maritime Casualties

 

Since human factors account for more than 70% of the causes of maritime casualties, in order to disseminate maritime accident prevention ideology, JCG is currently implementing safety measures, mainly in the implementation period of the nationwide Campaign for the Promotion of Maritime Accident Prevention, through onsite instruction conducted by Coast Guard Officers on visits to vessels and holding maritime accident prevention seminars.

 

II Safety Measures in Congested Areas

 

JCG is currently working to further promote various kinds of measures for navigational safety, such as traffic control, in waters congested with maritime traffic since there are concerns that if a maritime accident occurred, for example, the collision or running aground of a vessel carrying dangerous cargo, such as a large tanker, it would impede maritime transport and impact heavily on the lives of the Japanese people.

1. Survey on the Prevention of Maritime Recreation Accidents

 

JCG set the period between 28 April 2000 and 7 May 2000 as the period for the safety promotion of maritime recreation and visited approximately 4,500 marinas and fishing shops to carry out the safety promotion campaign.
