私は、この論争が発展して重質燃料油は有害な汚染物質として、国際的な輸送が禁止され、全て発生した国で処分されるようになると良いと思います。
現在、いや現実には、「エリカ号」の後始末としてIMOでシングルハルタンカーのフェーズアウトの手順が議論されています。来年の4月には結論が得られると思います。いずれは貨物油タンクの保護だけでは十分ではなくて、重質燃料油タンクの位置とか、防護装置、大きさ、検査保守についての細かい規制が追加されてくる可能性があります。これからの規制は、潜在的危険を正しく評価して予防的に行われることが必要と思われます。
研究活動においても、個別の専門的研究を深めるだけではなくて、その結果と効用について幅広く討論されることが望まれています。シンポジウムの実り多い成果を期待致します。成功を祈ります。

Chairman, President, Honored Guests, Ladies and Gentlemen, Institute of Marine Engineers is delighted to be associated with MESJ and this International Sympo-sium on Marine Engineering.
On behalf of the deligates here, I would like to thank chairman and organizing committee for putting together such wide ranging program that contains papers of the highest quality.
During the next few days, we will be stimulated by papers demonstrating very considerable research efforts in marine engineering, which is striving to improve the design, construction operation and decommissioning of vehicles and systems.
The over-riding thema of this symposium is "Emergence and Development of New Technology in Marine Engineering.
Within the European Union, one important matter adopted to identify research and development needs of the marine industry is through a number of the matic networks. The marine thematic networks are a mixture of journalistic and more targeted focus group and consist of a large number of European companies, universities and research centres. They are funded by the European Commission to meet, facilitate networking and share knowledge and ideas.
My university department is active participant in a large number of these marine thematic network and over the last fwe years, we have found this model has been successful gathering the state of the art knowledge in marine technology and informing future European research strategy.
European law concerns compatitiveness, growth, social development, education, quality and sustainability. It uses directive to encourage member states to set standard for competition and growth that do not exclude people and do not forget environment.
These directives are then inshrined in legistration at the national level.
Approximately 80% of the United Kingdom's environmental regurations actively come from the European Union. As I will discuss in my presentation later, social and legistrative pressure have and will continue to stimulate development of new technologies.
The importance of access to knowledge can not be under-estimated for innovations to take place. If people have difficulty in assessising their problems and applying relevant knowledge, interest and motivation to innovate can be lost.
I am sure that during this symposium our interest and motivation in marine engineering will be fully recharged and allow us to innovate for the future good of the ship industry.
