The Chairman pointed out that the main criteria of new established guideline of ISO Business Plan format includes a description of dynamics of relevant industry, such as business environment, market size, resources to develop the new work items, such as the expert numbers, necessary times etc. However, in order to revise our TC8 Business Plan, more information is needed for the Ad Hoc group. The target of up-to-date TC8 Business Plan is the end of 2000.

8 AG N 539 - Comments on the title of the standards and the exception report by Mr. A. W. Van Dijk
Firstly the Chairman agreed the second item of 8 AG N539 regarding a principle of the Exception Report.
As a principle of the Exception Report having agreed by TC8 and TC8/AG before, Exception Report is a report to inform only issues where development of adopted work items were hampered or changes since last report. This means that the Exception Report is not the total report. Nevertheless, the current Exception Report involves too much paper including the working report of that which is going on well.
The chairman reconfirmed the principle of the Exception Report and advised the subcommittee secretariats of TC8 to preserve the principle.
Secondly the Chairman agreed the first item of 8 AG N539 regarding the proposal of the title description.
ISO/WD 17338, Symbols for structural fire protection, which is developing at TC8/SC1, re-titled tentatively as "Passive fire protection plans for merchant ships". The expression of "merchant ships" would limit partly the full use for the general ships. On the other hand, there are no exclusions for non-merchant ships in TC8 scope.
There is a fact that nowadays each country's national navy is using more and more commercial standards specifications in their new building contracts.
There is a discussion regarding the relation between IMO requirement and the title of inland navigation vessels in TC8. Mr. Hime expressed that the title of the standards developing in TC8 should not restricted by IMO requirement.
After long discussion, the following Resolution was made:
Resolution 5 on TC8 policy for unrestricted application of TC8 standards to all ships and marine technology
It shall be the policy of TC8 that all TC8 standards will apply, in general, to all ships and marine technology as defined in the scope of TC8. TC8 standards shall not be restricted to merchant ships or other particular ship types unless fully justified as an exception to this policy. In cases where a subcommittee considers that a restriction in the application of a standard to a particular ship type is required, an exception report shall be submitted to the TC8 plenary committee with full justification for this departure from TC8 policy. The TC8 Secretariat will promulgate this policy to all TC8 subcommittee Chairmen and Secretariats.
