4. The Judges of the Marine Accidents Inquiry Agency and the Commissioners shall be appointed by the Director General of the High Marine Accidents Inquiry Agency from among the persons who has the qualifications as prescribed by a Cabinet Order.
5. The number of Judges of the Marine Accidents Inquiry Agency and of Commissioners shall be prescribed by a Cabinet Order.

Article 11. The Judges (the Director General of the High Marine Accidents Inquiry Agency and the Judges of the Marine Accidents Inquiry Agency; hereinafter the same) shall be independent in performing their authorities.

Article 13. In each Marine Accidents Inquiry Agency (the High Marine Accidents Inquiry Agency or the Local Marine Accidents Inquiry Agency; hereinafter the same), there shall be clerks of the Marine Accidents Inquiry Agency appointed by the Director General of the High Marine Accidents Inquiry Agency from among the Secretaries of the Marine Accidents Inquiry Agency.
2. The Clerks of the Marine Accidents Inquiry Agency shall, by order of Judges, administer the affairs in connection with the preparation of documents of the cases and the custody or service of the same.
(Bailiffs)
Article 13-2. In each Marine Accidents Inquiry Agency, there shall be bailiffs who shall be appointed by the head of each Marine Accidents Inquiry Agency (including the Chief of the Branch of Local Marine Accidents Inquiry Agency mentioned in Article 9-2, paragraph 4; hereinafter the same) from among the persons of each Marine Accidents Inquiry Agency.
2. The Bailiff shall, by order of Judges, maintain the order m the court.

Article 14. In eacth Marine Accidents Inquiry Agency, there shall be Commissioned Judges appointed by the head of each Marine Accidents Inquiry Agency from among the persons who has the knowledge and the experience required in performing their duties, and the number of Commissioned Judges shall be prescribed by a Cabinet Order.
