2.1 SOLAS Convention

Regulation IV/2, Terms and definitions

"1.9 Maritime safety information means navigational and meteorological warnings, meteorological forecasts and other urgent safety-related messages broadcast to ships."

Regulation IV/4 Functional requirements

"1 Every ship, while at sea, shall be capable:

.2 of receiving shore-to-ship distress alerts; (...)

.7 of transmitting and receiving maritime safety information;"

Regulation V/2, Danger messages

"(a) The master of every ship which meets with dangerous ice, a dangerous derelict. or any other direct danger to navigation, or a tropical storm, or encounters sub-freezing air temperatures associated with gale force winds causing severe ice accretion on superstructures, or winds of force 10 or above on the Beaufort scale for which no storm warning has been received, is bound to communicate the information by all the means at his disposal to ships in the vicinity, and also to the competent authorities at the first point on the coast with which he can communicate.(...)"

Regulation V/10, Distress messages: Obligations and procedures

"(a) The master of a ship at sea which is in a position to be able to provide assistance, on receiving a signal from any source that persons are in distress at sea, is bound to proceed with all speed to their assistance, if possible informing them or the search and rescue service, that the ship is doing so. If the ship receiving the distress alert is unable or, in the special circumstances of the case, considers it unreasonable or unnecessary to proceed to their assistance, the master must enter in the log-book the reason for failing to proceed to the assistance of the persons in distress and, taking into account the recommendations of the Organization, inform the appropriate search and rescue service accordingly."

 

2.2 Resolution A.705 (17) "Promulgation of maritime safety information"

2.1.1: MSI: same definition as SOLAS;

2.1.2: "Maritime safety information service means the co-ordinated service of navigational and meteorological warnings, meteorological forecasts and distress alerts." (This definition should be amended)
