2.3 Resolution A.706 (17) (amended by circulars MSC/Circ.685 and MSC/Circ.750) "World-wide navigational warning service":

MSI: same definition as SOLAS;

Definition of two cases where search and rescue operations may be the subject of a navigational warning:

"4.2.1.3

.6 areas where search and rescue (SAR) and anti-pollution operations are being carried out (for avoidance of such areas);

.7 at the request of the controlling MRCC, notification of ships and aircraft on or over the open sea reported in distress, seriously overdue or missing"4.

 

2.4 Circular COMSAR/Circ.3 "Relations between NAVAREA co-ordinators and rescue co-ordination centres"

"3 Only after SAR operations have been stood down after a fruitless search, or after failing to find a ship alongside in a port search, or when a ship is several days overdue and contact cannot be established, should an RCC consider requesting the NAVAREA co-ordinator to broadcast a NAVAREA warning."

 

2.5 Circular COMSAR/Circ.15 "Joint IMO/IHO/WMO manual on maritime safety information"

Same definitions (2.2.1.1 and 2.2.1.2) of MSI and MSI service as A.705 (17).

 

4 It should be recalled that the MRCC controlling an SAR operation is not necessarily the MRCC for-the "search and rescue region" where the operation is being carried out (under the concept of "first RCC": see definition in the GMDSS Handbook no.6.6 or the IAMSAR Manual vol.2, glossary).
