.2 Navigational warnings transmitted so that ships do not get in the way of a rescue operation in progress (4.2.1.3.6 of the basic document and 3.1.1.6 of the MSI Manual). These navigational warnings are merely a particular case of the warnings to ships of a danger to avoid or a precaution to take. They should only be broadcast at the request of an MRCC or at least after the broadcasting service has confirmed with the MRCC that no further assistance is requested.
3 CONCLUSION
The major cause of the problem described above lies in the definition of "MSI service" in resolution A.705 (17) and in circular COMSAR/Circ.15, which replaced the concept of "other urgent safety-related messages" derived from the definition of MSI in SOLAS by "distress alerts".
Pending amendment of the relevant resolution, this circular should allow those directly concerned (seafarers and MRCC personnel and services that broadcast navigational warnings and meteorological information) to avoid errors that might have serious consequences. It should also allow those in charge of SAR services and seafarers training bodies to draw attention to the points at issue.
Annex 2 contains amendments to be made to the GMDSS Handbook and to circular COMSAR/Circ. 15.
