Safety measures for maritime transport

Safety measures are vital to the management of port, vessels, and transport operation. In port management, measures are being taken to develop breakwaters and navigation routes, deepen channels in ports, build refuge ports for escape from typhoons and other bad weather, and strengthen port facilities to withstand earthquakes. Measures for vessel management include application of the International Safety Management Code (ISM), promotion of foreign vessel supervision, and improving the skills of crewmen. For operation management, the Maritime Safety Agency under the Ministry of Transport is developing a maritime information system using differential GPS, improving the accuracy of weather reporting, and promoting an electronic navigational chart system. The Maritime Accidents Inquiry Agency is the organization that investigates marine accidents and makes judgements.

 

Safety measures for air transport

Increasing air traffic has congested the skies over Japan. To strengthen the aviation safety system, a satellite with an aviation control function tried to be launched in 1999. Aviation routes (air space) for the Self-Defense Force and commercial airlines are being examined for possible realignment. Aircraft safety measures include a review of flight attendant training and tightening the aircraft maintenance system. Also under consideration are an information processing system for aircraft malfunctions and an inspection system that varies according to the age of aircraft. The Meteorological Agency under the Ministry of Transport provides weather reporting at airports and weather forecasting for aircraft. The agency is installing radar that can detect changes in low-altitude winds and will establish a system for monitoring the spread of volcanic ash, which can affect aircraft safety.
