Note of the Secretariat: items likely to require mutual cooperation with CEN are as follows: luminous range, etc., of CEN/TC300 N 184 - Navigation lights for HST (Measurement method for thc determination of stationary intensity and its angular distribution, CEN/TC300 Resolution 90-1999 - Aids to navigation lights. This item is expected to be taken up by CEN/TC300 and ISO/TC 8 in the future.
SC 7 Inland navigation vessels (Russian Federation)
The report provided is well detailed; however, the Chairman expresses his disappointment on the absence of Russia to explain matters about SC 7. (He notes that Russian Federation has not ever attended an AG meeting to best of his knowledge.) The contents of the report cover the relationship between CEN/TC15 and SC 7. With regard to the specific standards mentioned, he refers the matter to the next Plenary meeting of ISO/TC 8 and expresses strong desire for Russian Federation to attend that meeting (Japan- 1999-10-20/22).
Mr. Van Dijk asks to amend the membership of the Netherlands printed "C member" to read "O member". (Editorial correction)
The formal languages of ISO are three, namely English, French and Russian. However, when a standard for terminology or vocabulary is developed, it is allowed to put other languages together with the three languages. The Chairman proposes to limit the language to only English, from the viewpoint of accelerating the pace of the discussion, and to attach the Russian version to the ISO standard after the standard has been published. It is also pointed out to the Chairman that a similar problem was raised in CEN. The AG supports the Chairman's proposal.
SC 8 Structures (Germany)
During the discussion of the report, the Chairman comments regarding DIS 15401 and 15402 -Bulk carrier standards. These standards are important ones requested specifically by the Secretary-General of IMO to the Secretary-General of ISO in writing. This high level request was honored by ISO and TC 8 was directed to proceed. There has been much political intervention, but the technical content is firm. The Chairman directs that there is to be no further delay in the schedule for further discussions. Accordingly, he asks that the two standards be published with due haste. The IMO request was 1999-06-25 and we are now approaching four years. The technical merits have not been the reason for slow progress. The time is now for publication.
SC 9 General Requirements (Japan)
Mr. Koyama, Chairman of SC 9, explains that there are contradictions, etc., in the draft standards for sea trials now under consideration by CEN/TC300, with respect to IMO rules. The Chairman TC 8 requests that technical problems be adjusted between Mr. Koyama and Mr. Campos (Portugal), as it was agreed at the meeting in Maldon last time that this item as a NWI should proceed in TC 8 with Mr. Campos nominated as Convener.
CEN/TC300 is now considering the amendment of "sea trials" (second version). It is decided that NWIP voting should be carried out with the original draft text not attached to ISO/NWIP voting or that after receiving the amended version from Mr. Campos, the NWI proposal should be attached to it. (Mr. Van Dijk reports that CEN/TC300 is said to be reviewing the sea trials standard and that the speed trials standard under consideration by ISO is referred to in CEN's sea trials standard.)
The Chairman requests that Mr. Crudu, representing TC 8, collect information from ITTC (International Towing Tank Conference) as to its activities on sea trials and other matters and forward the information to Mr. Koyama.
SC 10 (Norway)
Mr. Foss, Secretary SC10 reports as follows: IEC/TC80 proposed that a joint work be held by a coordination group with regard to the discussion of ISO/NP 17894 - General principles for the development and use of programmable electronic systems in marine applications. The Chairman concludes that the IEC/TC80 proposed work has already been decided to be carried out by ISO/TC 8/SC/10 and the proposal has been made too late to be adopted.IEC/TC8 should be encouraged to participate.
