With regard to "Shipboard loading instruments", the NWIP was adopted with a voting result of 14 supporting countries and 6 work participating countries. It was alleged that IACS might be planning to work in this area. The Chairman expresses his view that it is TC 8's duty to go forward with the work because it is heavily supported by industry in accordance with ISO procedures and it is also a matter of interest to IMO (an IMO linked item). IACS has an official liaison with SC 10 and participates in their activities. It is felt that any positive contribution by IACS will be given due consideration by SC10. The decision to proceed in SC10 is made. The scope relationship between IEC/TC80 and ISO/TC 8 is explained. The technical expertise for electrical/electronic equipment and devices resides in IEC/TC80. They are the experts for the "black boxes" prescribing the "form, fit and function" and setting the input and output requirements. TC 8 standards are for the system arrangements and layout. The next SC10 meeting will be held in Tokyo in October 1999.

 

1. REPORT ON IMO/DE 42 MEETING BY SC3 SECRETARY

RADM Hopkins reports his participation as the ISO Observer in the IMO/DE 42 session held in March 1999. ISO submitted two papers to IMO for this meeting - IMO/DE 42/INF.11

(Guidelines under MARPOL Annex VI on Prevention of Air Pollution from Ships) and IMO/DE 42/INF.12 (Items of Mutual Interest to IMO/DE and ISO). Among the documents of the meeting, he refers to one document"with the title of a number of potential new links between IMO and ISO", ANNEX B which he provides to the AG members. Among the examples that IMO has put priority on relate to enforcement of the MARPOL Convention (guidelines on prevention of air pollution from sea). The TC 8 Secretary is requested to include the lists of these links provided by Admiral Hopkins in document 8 N 1000.

Mr. Van Dijk expresses his view that item "safety of ballast water management" is a big concern at the national level in Denmark. During the group discussion it is pointed out that in the USA, this item is a concern at the national level in view of marine environment protection. It is also noted that ASTM has a standard underway - Z5986Z (Exchanging Ballast Water at Sea) with the draft completed 1996-01 and awaiting final ballot. The Chairman expresses his view that the standard for ballast water management should be studied if there is a request by the industry for necessity of the standards. This topic is referred to SC2.

 

2. ISO/TC 8 DOCUMENTS FOR INFORMATION

・8 AG N 522 General items from ISO/CS

 

The above documents were furnished as information only for the members' interest. The document 8 N 931 was prepared by the previous Secretariat (NNI) in accordance with well-established procedures. This document is prepared from the ISO/TC 8 Secretariat database. Since NNI relinquished the Secretariat in November 1998, the AG expresses its gratitude that NNI completed the Annual Report.

The Chairman, who has been serving also as "acting Secretariat" from November 1998 - June 1999, requested assistance from Mr. Abram, ISO/CS to prepare document 8 AG N 522. That document contains listings from the ISO/CS database on 1999-02-16. The listings are: structure of ISO/TC 8, membership of ISO/TC 8, liaisons of ISO/TC 8, work programme of ISO/TC 8 with VA (Vienna Agreement) information, plan of ISO/TC 8 meetings, and list of ISO/TC 8 officers. It is also noted that "the secretaries of subcommittees of ISO/TC are kindly invited to review the information provided and to inform the ISO Central Secretariat of any updating needed".

The Chairman puts forward the following problem about the necessity of the centralized management (ISO/CS and TMB) to have access to informative, correct materials regarding TC 8 activities. Likewise there is necessity for ISO/TC 8 Chairman and Secretariat and for thc SC Chairmen and Secretariats to have timely and correct information. At present, when the "status of work programme" of the entire range of the TC 8 activities is studied, it is found that there exists materials which are similar in content but with three different formats. Also the source is apparently from our SC Secretariats for each document. These documents are the Annual Report (8 N 931) prepared by TC 8 Secretary, document of ISO/TC 8 Report as an official record prepared with an aim to facilitate ISO/CS's drawing up of ISO mementos, etc. (8 AG N 522), and Status Report ISO/TC 8 N 1000 (Annex to Business Plan) which is prepared by TC 8 itself.
