The Chairman concluded that the most important thing is whether TC8 is given a chance to comment against the TC10 draft or not. There has been a possibility to preserve our symbol standards if our Industry is not satisfied with the symbol standards developed by TC10.
Next, increased use of electronic communication in the process of developing standards in SC3 has been very successful. SC3 accesses to the ISO/TC server for distribution of the standards and documents to the SC3 members. He suggests that other subcommittees should use the ISO server for decreasing copying work.
Next Meeting of SC3 will be held in the UK in September, 2000.
Admiral Hopkins informed that the SC3 Chairman's term of office is due to expire next June, but USA announces to assume the Chairmanship of SC3 continuously in order to avoid a time gap between a previous and a new Chairman. This will be discussed at next ISO/AG meeting.
SC 4 Outfitting and deck machinery (China)
The Chairman suggested that China is going to attend the Plenary Meeting, but there was no delegation at the time, TC8 will wait with the following day. However as there was no delegation from China, with regard to this report, TC8/AG needs to decide how TC8 will handle SC4 issues and if SC4 work is not progressing, TC8/AG may decide it necessary to reassign the work to another country.
SC 5 Ships' bridge layout (Denmark)
Mr. Gunnar Nolsoe gave a detailed report of SC 5 activities.
He reports that the SC5 Chairman's term of office is due to expire at the end of 1999 and expresses his retirement. Mr.H.J.Molstrand, Secretary of SC5, nominates Mr.Christian Breinholt,Head of Safety and Environmental legislation Division, Danish Maritime Authority as a new Chairman of SC5, also for a six years period. This was supported unanimously.
Resolution 179
ISO/TC8 accepts the nomination of Mr.Christian Breinholt and ISO/TC8 appoints Mr.Christian Breinholt as new Chairman of SC5 from 2000-01-01 for a period of Six years.
The Chairman expressed his gratitude to Mr.Nolsoe for his great efforts with SC5, particularly those applied to establishing the Bridge Standard and outstanding results with IMO and suggested presenting him something for his cooperation.
Regarding the new work items related to IMO, SC5 awaits further technical development and result of the development in IMO. The Chairman concluded that there is no need to await a response in IMO, for example, a new work item, Electric generated field of vision, if there is no request from IMO, the work should be carried out by ISO anyway, sometimes under liaison with IEC/TC80 based on the Industry requirement.
Mr. Angelo pointed out that regarding the One Person Bridge, in spite of the IMO requirement whether One Person Bridge is applied or not, as ISO side, we should ensure safety for the Industry regardless how many people are deployed on the bridge. The important thing is that ISO should focus on the technical aspect of developing the standards, and should not follow the politics of the IMO. However we must keep a good relationship with IMO.
Mr.Nolsoe pointed out that TC8 should work in step with other organizations, such as IEC/TC80 and IMO in case of Integrated System Standard development.
Mr.Yukito Iijima, the Chairman of SC6 also suggested that the work items in SC6 is very close to the IBS (Integrated Bridge Systems) and INS (Integrated Navigation Systems) which was developed at IEC/TC80 and SC6 has always been in step with IEC/TC80 and related IMO activities.
