Mr. Miguel Palomares of IMO suggested that there exists many opportunities to cooperate between ISO/TC8/SC2 and IMO. For example, there is a possibility to cooperate with each other when IMO understands clearly how ISO/TC8/SC2 assists IMO activities, specifically like in the case of a necessary cooperation from Industry, in terms of implementation of IMO mandatory regulations.
The Chairman asks the members to solicit convenors for SC2 from possible P members of TC8. The Chairman also suggested that in order to get Industry involved, there needs something to attract the interest of industry. He asks the members to solicit from their national industries those topics in the environmental area that are of most concern to industry and to volunteer to lead the development of international standards for those items.
SC3 Piping and machinery (USA)
Admiral Hopkins gave a detailed report of SC3 activities based on 8 N937 and 8 N938.
He reported that in N938, the question of the document regarding adjustment of the target dates when standard are published shows the new format for the recommended target dates when the late target dates of the work items have been changed. This shows the recent change of the procedure of the Guidance of ISO/IEC directives. SC3 decided to submit a proposal for recommended target dates based on this format to the ISO/CS with a copy to the TC8 Secretary.
The Chairman concluded with regard to the question of the document that TC8 needed the correct information for present target dates of the subcommittees' work items.Not only ISO/TMB but also the TC8 Secretary needs this in terms of the accurate administration of TC8 work. ISO/TMB recently announced that program management of TC should be carried out by the TC Chairman.To fulfil that responsibility, the TC Secretary must have current data.It is not intended to merely administratively change the target dates by subcommittees; the intention is to provide justification and acceptance of revised dates. The change should not be a matter of convenience.
Resolution 181
ISO/TC8 takes note of thc report of TC8/SC3 on piping and machinery and concurs in the procedure used by TC8/SC3 proposing new target dates for late work items to the TC8 Secretariat as shown in document TC8 N938. Other TC8 subcommittees are encouraged to follow this example when proposing new target dates for late work items to the TC8 Secretariat
Admiral Hopkins pointed out that during periodical reviews of the standards, SC3 submits the comments with respect to jurisdiction of the standards to the ISO/CS, with copies of comments sent to the TC8 Secretariat. However the procedure between SC Secretary and TC Secretary on this matter is not clear at the moment - whether SC Secretary should submit their comments directly to the ISO/CS or not. The Chairman and other delegates acknowledge the procedure taken by Admiral Hopkins. TC8 Secretary has the overall administrative responsibility of TC8, however it is not to replace administrative matters of SC activities, but in terms of the management of database on 8 N1000 and overall guidance.
Resolution 182
ISO/TC8 agrees that TC8 subcommittees should report the results of periodic reviews of published standards directly to the ISO Central Secretariat and that copies of such reports should be sent also to the TC8 secretariat.
Admiral Hopkins also pointed out that for symbol standards developed by SC10, SC3 submits the comments to preserve the TC8 symbol standards; but ISO/CS recommended that there was no necessity to preserve TC8 symbol standards because SC10 had already established the symbol standards in general part.
