The Secretary of TC8, Mr.Ogo, explained the outline of the report. The Chairman suggested that this report should be compared with 8 N 1000 and its database, which will be discussed later.

Resolution 180
ISO/TC8 takes note of document TC8 N 936 that provides the ISO Central Secretariat report on TC8 and observes that it contains errors and inconsistencies. The TC8 Secretariat is requested to review document TC8 N936 and identify any corrections that are required to the ISO Central Secretariat.

SC 1 Lifesaving and fire protection (USA)
The Report of SC1 was presented by Mr.Hime. It was stated that the suspension of Korea (CSK) had been lifted by the Central Secretariat. However, CSK continues to be completely unresponsive to Subcommittee correspondence and ballots. As a result, SC1 notified the Central Secretariat in accordance with Directives 1/1.7.4, and requested that the Central Secretariat remind CSK of its obligation to participate.
Regarding the issue of 5.1.5, the cooperation between SC1 and SC4 to develop the revision of ISO 6067 and ISO/WD15516, the Chairman strongly points out the importance of timing to publish the standards relating IMO from the Industry side. Therefore, the Chairman requested SCI to proceed with its work as fast as possible even if SC4 is unable to cooperate on this matter.
SC 2 Marine environmental protection (USA)
Mr.Joseph Angelo, the Chairman of SC2, gave a detailed report of SC2 activities. He reported that SC2 is working on the standard terminology relating to environmental response. This will be the first standard of SC2. It is at DIS stage and is expected to be published in February 2000.
SC2 is looking for convenors who might be interested in development relating several work items listing this report.
SC2 plans to proceed with the next two standards relating to garbage management and ballast management which was decided in the Athens Meeting.
The Chairman of SC2 commented that the positive participation of the experts from the Industry side is very poor at the moment and SC2 requests TC8 members to try to increase the involvement of experts from industry. Mr.Angelo also points out a fundamental background that the poor participation from industry side, may be caused by some reluctance at IMO. Some Administrations of countries are reluctant to charge Industry to develop the standards. They want to maintain total control within government. The next is the example of oil spill response, where the working group of MEPC is also reluctant to SC2 work.
The Chairman concluded that it is understandable that some reluctance at the working group level at IMO to the ISO/TC8/SC2 work exists. This is not unique to SC2. Heretofore, in most cases IMO working groups have created the detailed requirements themselves. This is a natural reluctance because the new increased participation by ISO represents change. Fundamentally, a good reaction to this reluctance is for ISO to continue its positive initiative. With our participation from Industry representatives we must produce quality industry standards in a timely manner to IMO. This is essential for both our industry and for gaining IMO acceptance. Both organizations have limited resources. The potential contribution of ISO is understood and welcomed by the leadership of IMO. It is up to us to prove our worth through active participation with IMO. We are making significant inputs to IMO today, but this is a process that will take our constant attention and best efforts.Only then will we achieve total acceptance. We should also remember that it is "voluntary international industry standards" that are accepted by WTO for worldwide trade.
