3 About mutual relations with CEN/TC 15.
3.1 The secretariat of SC 7 has received a letter from the secretariat of CEN/TC 15, in which it is considered at the meeting of CEN/TC 15 in April 1999.
3.2 Revision on initiative and under the leadership of CEN/TC 15 of standards ISO 8384:1991 "Dredgers - Vocabulary", and ISO 8385:1990 "Dredgers - Classification".
3.2.1 Vote was taken within ISO and CEN on ISO/FDIS 8385 developed by CEN/TC 15. This standard has been approved by the P-members of ISO and CEN and now is being prepared by ISO/CS to publication.
3.2.2 ISO/CS (Mr.F.Abram) is preparing a four lingual (English, French, Russian, German) ISO/FDIS 8384 to circulate it among the ISO members for considering and voting, so as CEN/TC 15 has prepared unilaterally (in spite of commitment took upon itself earlier) only trilingual (English, French, German) ISO/FDIS 8384, and vote on this trilingual draft within CEN/TC 15 has completed (it was affirmative).
Russian text of ISO/FDIS 8384 and preface to ISO 8384 in English and Russian have been prepared by the secretariat of SC 7 (both on diskette and on paper). They have been sent to ISO/CS, Mr.F.Abram. Correspondence with ISO/CS (Mr.F Abram) on ISO/FDIS 8384 and ISO/FDIS 8385 is represented in the letters of the secretariat of SC 7 to ISO/CS nr. ISO/TC 8/SC 7 N 20 dated 1998-11-03 and nr. ISO/TC3/SC 7 N 32 dated 1999-02-17 (Copies of both these letters are sent to the Chairman of ISO/TC 8-1999-02-17).
3.2 Revision of ISO 6218:1987 "Shipbuilding - Inland navigation - Coupling Winches for push tows- Main dimensions" on initiative of CEN/TC 15.
As now no one of P-members of SC 7 could be an originator of IS0/6218:1991 (the originator of this standard are Netherlands, now they are C-members of SC 7), so the secretariat of SC 7 proposed to the secretariat of CEN/TC 15 to begin within CEN/TC 15 revision of this standard common for ISO and CEN in accordance with the Vienna Agreement. With a view to ensure a simultaneous considering of new draft of standard within ISO and CEN, and to accelerate its development the secretariat of SC 7 has asked the secretariat of CEN/TC 15 to distribute simultaneously draft of standard directly to the P-members of SC 7 and not through the secretariat of SC 7 taking into account that about half of P-members of SC 7 are also the members of CEN. Copies of letter on this matter (nr. ISO/TC 8/SC 7 N 31 dated 1999-02-17 are also sent to ISO/CS and to the Chairman of ISO/TC 8.
3.2 CEN/TC 15 has developed and published 11 EN standards and prepared 3 prEN for the inland navigation vessels. In addition, about 10 standards are at the initial stage of development. Unfortunately, the secretariat of SC 7 has available only some of EN and prEN standards, being received both through the former secretariat of TC 8 (Netherlands, NNI) and from the secretariat of CEN/TC 15. The secretariat of SC 7 was in correspondence with the secretariat of CEN/TC 15 relative to the receiving of these EN standards from the secretariat of CEN/TC 15, but the problem apparently can be finally solved only after establishing official liaison between CEN/TC 15 and ISO/TC 8/SC 7.
EN standards, which the secretariat of SC 7 has available, were not distributed by the secretariat of SC 7 to the P-members of SC 7 for considering and making decision concerning of their using within ISO. Distribution to the P-members of EN draft of standards (prEN), receiving from the secretariat of CEN/TC 15 for their common development makes no sense, since considering and development of standard within CEN is carried out more quicker.
3 Brazil has changed in 1999 its membership in SC 7 from P- to O-member. It became simultaneously only O-member both in ISO/TC 8 and in all ten its subcommittees (the letter of ISO/CS nr. ISO/PART/ABNT dated 1999-02-11). Spain became O-member of SC 7 (the letter of ISO/CS nr. ISO/TC 8 dated 1988-12-16). For the present there are 11 P members and 14 O-members in subcommittee 7 (see also doc. ISO/TC 8 N 931 dated 1999-01-22, Annual Report of ISO/TC 8 for 1998).
