6.

A Wide-Area Union wishing to amend its Wide-Area plan shall put the matter to a vote of the assembly of the said Wide-Area Union. In such case, paragraphs 2, 3 and 4 of this article shall apply mutatis mutandis.

 

7.

A Wide-Area union and its member bodies shall perform their functions on the basis of the Wide-Area plan.

 

8.

When the chief executive of a Wide-Area Union recognizes that the performance of functions by a member body of the Wide-Area Union impedes or may impede implementation of the Wide-Area plan, he or she may, by resolution of the assembly of the Wide-Area Union, recommend that the said member body take necessary measures for the implementation of the Wide-Area Plan.

 

9.

The chief executive of a Wide-Area Union who has made a recommendation in accordance with the preceding paragraph may demand a report from the said body in receipt of the said recommendation on the measures taken on the basis of the said recommendation.

Article 291-8.

A Wide-Area Union may, by bylaw, establish a council to hold discussions necessary for the comprehensive and harmonious implementation of the Wide-Area plan.

The council of the preceding paragraph shall consist of the chief executive of the Wide-Area Union and persons nominated by the chief executive of the Wide-Area Union from among the chief executives of local administrative agencies of the State, governors of To, Do, Fu or Ken (with the exception of the governors of the To, Do, Fu or Ken composing the Wide-Area Union), representatives of public bodies within the area of the Wide-Area Union, and persons of experience or academic standing.

 

3.

Necessary matters related to the running of the council of paragraph 1 of this article, other than those determined in the preceding paragraph, shall be fixed by bylaws of the Wide-Area Union.

 

(Sharing of Expenses of the Wide-Area Union)

 

Article 291-9.

When an ordinary local public body or a special ward that is a member of a Wide-Area Union determines allotments for the defrayal of the expenses of the Wide-Area Union under item 9 of paragraph 1 of Article 291-4, the allotment shall be based on objective indices including the population, area, revenue from local taxes and the financial capability of the ordinary local public body or special ward that is a member of the said Wide-Area Union, in order to aid the liaison and coordination needed for the implementation of the Wide-Area Plan drawn up by the Wide-Area Union and the comprehensive and well-planned performance of functions on the basis of the Wide-Area Plan.
