The provisions of paragraphs 1, 2, 4, 5 and 6 of Article 252-38 shall apply mutatis mutandis to audit by individual external auditor under Article 252-29 regarding matters involving a demand under paragraph 1 of Article 75, applied mutatis mutandis in line with paragraph 1 of this article, for audit based on individual external audit contract under paragraph 3 of Article 252-27 in accordance with paragraph 1 of Article 272-39 applied mutatis mutandis in line with paragraph 1 of this article. Any other necessary technical substitutions shall be specified by cabinet order.

Unless otherwise provided elsewhere by cabinet order, the provisions of the Public Election Law concerning elections in ordinary local public bodies shall be applied mutatis mutandis to a vote for dissolution under paragraph 3 of Article 76 applied mutatis mutandis in line with paragraph 1 of this article and to a vote for removal from office under paragraph 3 of Article 80 and paragraph 2 of Article 81 applied mutatis mutandis in line with paragraph 1 of this article.

A vote under the preceding paragraph may, in accordance with cabinet order, be held simultaneously with an election by the electorate of the Wide-Area Union.
(Wide-Area Plan)
Article 291-7.
A Wide-Area Union shall, immediately after the establishment of the said Wide-Area Union and with the approval of the assembly, draw up a Wide-Area plan.

A Wide-Area union shall, in drawing up the Wide-Area plan, ensure that the said Wide-Area plan is consistent with the basic concept of paragraph 4 of Article 2 (including cases applied mutatis mutandis in line with paragraph 3 of Article 281) and with plans under other laws that determine matters included in the Wide-Area plan.

When the Wide-Area plan has been drawn up, the Wide-Area Union shall immediately send the Wide-Area plan to the chief executives of the member bodies of the said Wide-Area Union, make the plan public and also submit it to the Minister of Home Affairs or to the governor of the To, Do, Fu or Ken, as prescribed in paragraph 2 of Article 284.

When submission has been made under the preceding paragraph, the Minister of Home Affairs shall give immediate notification of the contents of the plan to the chief executives of related national administrative agencies.

The Wide-Area plan may be amended when there is an addition or change in the functions performed by the Wide-Area Union in accordance with paragraph 1 or 2 of Article 291, or when an amendment is otherwise considered appropriate.
