With the exception of the provisions of the preceding paragraph, one third or more of persons resident within the area of the said Wide-Area Union who have the right to vote for members of the assembly and the chief executive of an ordinary local public body or special ward belonging to the Wide-Area Union (referred to in the first part of paragraph 5 of this article as "persons with the right of petition") may, in accordance with cabinet order, under their joint signatures, have their representative demand that the chief executive of the said Wide-Area Union request the amendment of the agreement of the said Wide-Area Union.

The chief executive of the Wide-Area Union shall, upon such petition, immediately make public the substance of the petition and request the member bodies of the Wide-Area Union to amend those parts of the agreement relating to the said petition. In such case the chief executive shall also notify the representative mentioned in this paragraph that the request has been made.

When a request has been made in accordance with the preceding paragraph, the member bodies of the Wide-Area Union shall have respect for the request and take the necessary measures.

The provisions of paragraph 4 of Article 74 shall apply mutatis mutandis with regard to persons with the right of petition and the number equal to one-third of their number. The provisions of paragraphs 5 to 7 of Article 74 and Article 74-2 to 74-4 to shall apply mutatis mutandis with regard to the signatures of petitioners according to the stipulations of paragraph 2. In such case, "The electorate as referred to in paragraph 1" in paragraph 4 of Article 74 shall read "Persons resident within the area of the said Wide-Area Union who have the right to vote for members of the assembly and the chief executive of an ordinary local public body or special ward belonging to the Wide-Area Union (hereinafter referred to as "persons with the right of petition") in accordance with paragraph 2 of Article 291-6": and "a member of the electorate" in paragraph 6 of Article 74 and paragraphs 3 and 4 of Article 74-4 shall read "a person with the right of petition"
