(Elections)
Article 291-5.
Unless otherwise provided elsewhere by cabinet order, members of the assembly of a Wide-Area Union shall be elected by a vote of the electorate of the Wide-Area Union (defined as persons resident within the area of the said Wide-Area Union who have the right to vote for members of the assembly and the chief executive of an ordinary local public body or special ward belonging to the Wide-Area Union; the same being applicable in the following paragraph and in paragraph 7 of the following article), or by the assemblies of the member bodies of the Wide-Area Union, as provided in the agreement of the said Wide-Area Union.

Unless otherwise provided elsewhere by cabinet order, the chief executive of a Wide-Area Union shall be elected by a vote of the electorate of the Wide-Area Union, or by the chief executives of the member bodies of the Wide-Area Union, as provided in the agreement of the said Wide-Area Union.
(Direct Demands)
Article 291-6.
Unless otherwise provided elsewhere by cabinet order, the provisions in Chapter V of Part II (excluding Article 85) and Article 252-39 (excluding paragraph 14) shall apply mutatis mutandis to demands for the enactment, amendment or repeal of bylaws of a Wide-Area Union (excluding bylaws concerning the assessment and collection of local taxes and the collection of assessments, charges and fees), demands for audit of the performance of the functions of a Wide-Area Union, demands for dissolution of the assembly of a Wide-Area Union or dismissal of members of the assembly or the chief executive or members of the staff of a Wide-Area Union as specified by cabinet order. In such case, "the electorate" in Chapter V of Part II (excluding paragraph 1 of Article 74) shall read "persons with the right of petition": " persons with the right to vote for members of the assembly and the chief executive of an ordinary local public body hereafter referred to as "the electorate")" in paragraph 1 of Article 74 shall read "persons resident within the area of the said Wide-Area Union who have the right to vote for members of the assembly and the chief executive of an ordinary local public body or special ward belonging to the Wide-Aria Union (hereinafter referred to as "persons with the right of petition")": and "persons with the right to vote" in paragraph 1 of Article 252-39 shall read "persons with the right of petition". Any other necessary technical substitutions shall be specified by cabinet order.
