When it is considered necessary for the comprehensive and well-planned performance of the functions provided for in the Wide-Area plan, the chief executive of a Wide-Area Union may, by a vote of the assembly, request the member bodies of the said Wide-Area Union to amend the agreement of the said Wide-Area Union.

When a request has been made in accordance with the preceding paragraph, the member bodies of the Wide-Area Union shall have respect for the request and take the necessary measures.

Article 291-4.
The agreement of a Wide-Area Union shall provide for the following matters:
1. The name of the Wide-Area Union;
2. The local public bodies composing the Wide-Area Union;
3. The area of the Wide-Area Union;
4. The functions to be performed by the Wide-Area Union;
5. The provisions of the Wide-Area plan drawn up by the Wide-Area Union;
6. The location of the offices of the Wide-Area Union;
7. The composition of the assembly of the Wide-Area Union, and the manner of election of its members;
8. The composition of the chief executive, the election administration committee and other executive organs of the Wide-Area Union, and the manner of their election;
9. The manner of defrayment of expenses of the Wide-Area Union.

The area of the Wide-Area Union mentioned in item 3 of the preceding paragraph shall be determined as being the total combined area of the member bodies of the said Wide-Area Union. However, with regard to a Wide-Area Union that comprises a To, Do, Fu or Ken, all or part of the area of cities, towns, villages or special wards included in the said To, Do, Fu or Ken but not belonging to the Wide-Area Union may be excluded from the area in special circumstances, such as when the functions performed by the said Wide-Area Union involve only part of the said To, Do, Fu or Ken.

When the agreement of a Wide-Area Union has been determined or amended, the chief executive of the Wide-Area Union shall immediately make it public.

Notwithstanding any of the provisions of paragraph 2 of Article 92, paragraph 2 of Article 141 or paragraph 3 of Article 196 (including cases where such provisions apply either directly or mutatis mutandis), any member of the assembly, the chief executive or any other official or employee of a Wide-Area Union may be concurrently a member of the assembly, the chief executive or any other official or employee of a local public body that is a member of the said Wide-Area Union.
