With the exception of matters stipulated in this law, all matters necessary under paragraphs 1, 3, 8 and 10 shall be specified by cabinet order.
Article 281-5.
With regard to the application of the provisions of paragraph 7 of Article 9, paragraphs 1, 2 and 6 of Article 9-3, paragraphs 5 and 1 of Article 91 regarding the special wards under paragraph 1 of Article 283, "paragraphs 1 or 3 and 6 of Article 7," in paragraph 7 of Article 9 shall read "paragraph 6 of Article 281-4 being applied mutatis mutandis in line with paragraph 1 or paragraphs 3 and 6, or paragraphs 10 and 11 of the same article": "paragraph 1 of Article 7" in paragraph 1 of Article 9-3 as "paragraphs l and 10 of article 281-4": "paragraph 3 of Article 7" in paragraph 2 of the same Article as "paragraph 3 of article 281-4": "paragraphs 6 and 7 of Article 7" in paragraph 6 of the same Article shall read "Paragraphs 6 and 7 of Article 281-4": "Paragraph 1 or 3 of Article 7" in paragraph 5 of Article 91 shall read "paragraph 1 ,3, 8 or 10 of Article 281-4": and "paragraph 1 of Article 7" in paragraph 7 of the same article shall read "paragraph 1 or 8 of Article 281-4."
(Number of Members)
Article 281-6.
The number of members of the assembly of a special ward shall not exceed fifty-six.
(Coordination)
Article 281-7.
The governor of the To may indicate standards or give other necessary advice or recommendations regarding the performance of the functions of a special ward for the sake of coordination between the To and the special wards and coordination between special wards.
(Subsidy to special wards for financial equity)
Article 282.
In order to divide sources of revenues equitably between the To and the special wards, and between special wards, and to assure the autonomous and well-planned operation of the special wards, the To shall, in accordance with cabinet order, enact bylaws to grant subsidies to the special wards for financial equity.

The subsidies to special wards for financial equity in the preceding paragraph refers to subsidies financed by the To so as to enable every special ward to perform its functions. The amount shall be calculated through multiplying by a factor determined by bylaw the revenue from those taxes under paragraph 2 of Article 5 of the Local Tax Law which are imposed by the To in accordance with paragraph 1 and paragraph 2, item 3 of Article 734 of the same Law.
