The provisions of paragraph 2 and paragraphs 5-7 shall apply mutatis mutandis to the creation of a special ward according to the provisions of the preceding paragraph. In such case, "the preceding paragraph" in paragraph 2 shall read "paragraph 8": "the creation, dissolution, division or merger" shall read "the establishment," "The applications and agreements in paragraph 1,3 and 4" in paragraph 5 shall read "the application in paragraph 8": "the special wards and ordinary local public bodies concerned" shall read "the cities, towns and villages": "When the Minister of Home Affairs has received notification under paragraph 1 or taken action according to paragraph 3" in paragraph 6 shall read "When the Minister of Home Affairs has received notification under paragraph 8": "paragraphs 1 or 3" in paragraph 7 shall read "the following paragraph": and "the preceding paragraph" shall read "the preceding paragraph applied mutatis mutandis in line with paragraph 9".

The alteration of the boundaries of the special wards accompanying the dissolution, division or merger of cities, towns and villages within the To, but not involving the creation of cities, towns or villages, shall be determined, on the basis of an application from the special wards, cities, towns and villages concerned and after a vote by the assembly of the To, by the governor of the To, who shall make immediate notification of the same to the Minister of Home Affairs.

The provisions of paragraph 2 and paragraphs 4-7 shall apply mutatis mutandis to the alteration of boundaries under the preceding paragraph. In such case, "the preceding paragraph" in paragraph 2 shall read "paragraph 10": " the creation, dissolution, division or merger" shall read "the alteration of the boundary": "paragraph 1" in paragraph 4 shall read "paragraph 10": "the special wards concerned, and disposition of property necessitated under the preceding paragraph shall be determined by agreement between the special ward(s), cities, towns and villages concerned" shall read "the special wards, cities, towns and villages concerned": "The applications and consultations in paragraphs l, 3 and 4" in paragraph 5 shall read "the applications under paragraph 10 or the consultations under the preceding paragraph applied mutatis mutandis in line with paragraph 11": "the local government bodies concerned" shall read "the cities, towns and villages concerned": "When the Minister of Home Affairs has received notification under paragraph 1 or taken action according to paragraph 3" in paragraph 6 shall read "When the Minister of Home Affairs has received notification under paragraph 10": "paragraphs 1 or 3" in paragraph 7 shall read "paragraph 10": and "the preceding paragraph" shall read "the preceding paragraph applied mutatis mutandis in line with paragraph 11".
