The To shall, in accordance with cabinet order, report to the Minister of Home Affairs with regard to the subsidies to special wards for financial equity.

 

4.

The Minister of Home Affairs may, if it is considered necessary, give necessary advice or recommendations regarding the subsidies to special wards for financial equity.

 

(To-Ward Council)

 

Article 282-2.

There shall be established a To-Ward Council to coordinate between To and special wards and between special wards in the performance of the affairs of To and special wards.

 

2.

The governor of the To shall hear the opinion of the To-Ward Council before a bylaw is enacted in accordance with paragraph 1 or 2 of the preceding article.

 

3.

Except as provided in the preceding two paragraphs, necessary matters related to the To-Ward Council shall be fixed by cabinet order.

 

(Application of Provisions)

 

Article 283.

Except as otherwise provided elsewhere in this Law or by cabinet order, the provisions in Part II and Part IV of this Law related to cities shall apply to special wards.

 

2.

The provisions of other laws and regulations related to cities, which concern the affairs otherwise devolving upon a city by laws or by cabinet orders duly authorized by laws, and but to be performed by a special ward under paragraph 2 of Article 281 shall apply to special wards.

 

3.

Exceptions to the provisions of other laws and regulations related to cities may be made by cabinet order, if application thereof under the preceding paragraph would prejudice coordination between To and special wards and between special wards.
