(Application of Provisions)
Article 252-13.
The provisions of the preceding five articles shall apply mutatis mutandis, as provided by cabinet order, where officials or employees or experts in the service of the chief executives, commissions or commissioners are jointly established under Article 252-7.

Article 252-14.
Two ordinary local public bodies may agree that one of them commission to the other a part of its affairs, to be managed and executed by the chief executive or corresponding commissions or commissioners of such other ordinary local public body.

In order to change the affairs commissioned under the preceding paragraph or discontinue such commission, both ordinary local public bodies shall enter into a mutual agreement as in the preceding paragraph.
3.
The provisions of paragraphs 2 and 3 of Article 252-2 shall apply mutatis mutandis where the affairs of an ordinary local public body are commissioned, the affairs so commissioned are changed or such commission is discontinued under the preceding two paragraphs; and the provisions of paragraph 4 of the same article shall apply mutatis mutandis to the commission of the affairs under paragraph 1 above.

Article 252-15.
The agreement for commission of the affairs of an ordinary local public body commissioned under the preceding article (hereinafter in this article referred to as "commissioned affairs") shall include the following matters:
1. The ordinary local public bodies which are party to the agreement;
2. The extent of the commissioned affairs and the manner of management and execution thereof;
3. The manner of disturbing expenses for the commissioned affairs; and
4. Except as provided above, necessary matters for commissioned affairs.

Article 252-16.
When the affairs of an ordinary local public body are commissioned to another ordinary local public body to be managed and executed by the chief executive or corresponding commissions or commissioners of such other ordinary local public body, the provisions of law related to the management and execution which are applicable to the ordinary local public body so commissioning or its executive organs shall be applied to the ordinary local public body so commissioned or its executive organs as far as the commissioned affairs are concerned. Except as otherwise provided in the agreement, bylaws or regulations of the ordinary local public body so commissioned or regulations issued by its organs relating to the management and execution of such commissioned affairs shall have the same force as if they were bylaws or regulations of the ordinary local public body so commissioning or regulations issued by its organ.
