Article 252-11.
On the staff of a commission or commissioner jointly established by two or more ordinary local public bodies shall be placed officials and other employees of the ordinary local public body of which the members of such commission or such commissioner shall be deemed to be in the service under paragraph 4 or 5 of Article 252-9 (hereinafter in this Article referred to as "ordinary local public body designated in the agreement"), and the general affairs of an attached organ jointly established by two or more ordinary local public bodies shall be performed by the ordinary public body designated in the agreement.

The expenses for a commission or a commissioner or an attached organ jointly established by two or more ordinary local public bodies shall be shared by such ordinary local public bodies, and appropriated by the ordinary local public body designated in the agreement in its budget of revenues and expenditures.

The fees and other revenues collected by a commission jointly established by two or more ordinary local public bodies shall be paid into the treasury of the ordinary local public body designated in the agreement.

Ordinary audits of the execution of financial business matters of the ordinary local public bodies concerned as well as the management of enterprises financed thereby for which the jointly established commission is held responsible shall be made by the audit commissioners of the ordinary local public body designated in the agreement at a fixed date at least once every fiscal year, who shall submit a report on the result of audits to the chief executives of other ordinary local public bodies concerned and shall made them public.

Article 252-12.
Except as otherwise provided elsewhere in this Law, a commission or a commissioner or an attached organ jointly established by two or more ordinary local public bodies shall be deemed to be the corresponding organ of each ordinary local public body, in the application of laws, bylaws, regulations and other stipulations related to the management and execution of the affairs within the power of such organs.
