As for selection of the members of a commission or a commissioner or members of an attached organ established jointly who would otherwise be appointed by the chief executive, commission or commissioner, either one of the following methods shall be chosen in the agreement:
1. Appointment by the chief executive, commission or commissioner of the ordinary local public body designated in the agreement; or
2. Appointment by the chief executive, commission or commissioner of the ordinary local public body designated in the contract from a list of those selected by mutual agreement of the chief executives, commissions or commissioners of the ordinary local public bodies concerned.

If members of a commission or a commissioner or members of an attached organ jointly established by two or more ordinary local public bodies have been elected or appointed by the assembly or the chief executive of the ordinary local public body designated in the agreement under paragraph 1 or 2, they shall be deemed to be in the service of the ordinary local public body so designated, and if they have been elected by all the assemblies concerned, they shall be deemed to be in the service of the ordinary local public body to be designated in the agreement, as far as their personnel administration is concerned.

If members of a commission or a commissioner or members of an attached organ jointly established by two or more ordinary local public bodies have been appointed under paragraph 3, they shall be deemed to be in the service of the ordinary local public body to which belongs such chief executive, commission or commissioner as may have appointed them, as far as their personnel administration is concerned.

Article 252-10.
If members of a commission, a commissioner or members of an attached organ jointly established by two or more ordinary local public bodies would otherwise upon petition of the electors be removed from office by resolution of the assembly as provided by law, their removal from office shall take effect, when the electors of such ordinary local public bodies make petition to their respective chief executive as provided by cabinet order, and, if they are two in number, all the assemblies of such ordinary local public bodies, if they are three or more in number, the assemblies of a majority of such ordinary local public bodies, consent thereto.
