1. Manner of managing and executing the affairs of the ordinary local public bodies concerned which are to be managed and executed by the council (hereinafter referred to as "the affairs of the council");
2. The place where the affairs of the council are managed and executed;
3. Personnel administration for the personnel of the ordinary local public bodies concerned who are engaged in the affairs of the council;
4. Manner of procurement, administration and disposition of properties or establishment, administration and abolition of public facilities of the ordinary local public bodies concerned which are to be used for the affairs of the council;
5. Except as provided above, relationship between the council and the ordinary local public bodies being its members and other necessary matters relating to the council.

Article 252-5.
The acts of the council performed in the name of the ordinary local public bodies concerned or of the chief executives or other executive organs thereof for the management and execution of its affairs shall have the same force as if performed by such chief executives or other executive organs.
(Change in Membership, etc.)
Article 252-6.
The provisions of paragraphs 1 to 3 of Article 252-2 shall apply mutatis mutandis to change in membership of the council, amendment of the agreement or abolition of the council.
(Joint Establishment)
Article 252-7.
Two or more ordinary local public bodies may agree to jointly establish a commission or commissioner under paragraph 1 of Article 138-4 or an attached organ under paragraph 3 of the same article, or officials, clerks or other employees in the service of the chief executives, commissions or commissioners, or specialists under paragraph 1 of Article 114. However, this shall not apply to commissions designated by cabinet order.

Mutual agreement shall be made among the ordinary local public bodies concerned, in the same manners as in the preceding paragraph, to increase to decrease the number of the ordinary local public bodies jointly maintaining an executive organ, an attached organ or officials or employees under the preceding paragraph, or to amend or abolish such agreement.
